NSW Treasury is seeking applications from experienced and highly capable NSW Public Service employees for the role of Director, Policy within the Major Projects Division.

Role impact and contribution

As the Director, Policy, you will lead the development and delivery of strategic infrastructure, procurement and commercial policy advice that informs government decision-making, strengthens governance and risk management, and supports the effective delivery of major projects across New South Wales. You will play a key role in shaping the policy frameworks, guidance and settings that underpin the State’s significant infrastructure and capital investment program.

The role sits within the Policy pillar of the Major Projects Division (MPD), NSW Treasury’s in‑house major projects and strategic transactions team. MPD provides commercial and financial advice on major infrastructure, energy transition, precinct development and capital projects, while also developing and administering construction and infrastructure‑related policy initiatives across government.

You will lead the development, implementation and continuous improvement of infrastructure and construction procurement policies, frameworks and guidance that promote consistency across government, strengthen governance, and improve procurement outcomes. The role also oversees the preparation of complex policy advice, Cabinet submissions, ministerial correspondence and parliamentary materials, and provides authoritative advice on infrastructure, commercial and market risk matters.

Working closely with senior stakeholders across government and industry, you will influence policy reform, support major project delivery, and drive capability development across the infrastructure sector. You will contribute to significant whole‑of‑government initiatives that help ensure NSW delivers major projects efficiently, effectively and in the best interests of the community.

You will join the Major Projects Division, which is responsible for providing commercial and financial advice on major projects, leading policy development for the infrastructure and construction sector, and delivering strategic transactions and complex commercial negotiations on behalf of the NSW Government.

What you can bring to the role

In this significant leadership role, we are seeking an experienced and collaborative policy leader with a strong track record of delivering high-quality advice, influencing decision-making and leading high-performing teams in complex environments.

The ideal candidate will bring:

- demonstrated experience leading policy development, reform and implementation in government, infrastructure, procurement, commercial or related environments
- strong leadership and people management capability, with experience building team capability, fostering high performance and delivering quality outcomes
- excellent strategic thinking, analytical and problem‑solving skills, with the ability to provide authoritative advice on complex and sensitive issues
- highly developed stakeholder engagement, negotiation and influencing skills, including the ability to build trusted relationships with senior government and industry stakeholders
- experience developing policy frameworks, governance arrangements, guidance materials or regulatory settings that support effective decision‑making and risk management
- strong communication skills, including the ability to prepare complex policy advice, Cabinet submissions and briefing materials for senior decision‑makers
- an understanding of infrastructure, procurement, commercial, financial or public policy issues relevant to major projects and government investment
- relevant tertiary qualifications in commerce, finance, law, business, public policy or a related discipline, or equivalent professional experience.
