Policy Manager

Clerk Grade: 11/12

Annual Salary Range: $154,231 - $178,369 plus superannuation

Work Type: Temporary full-time until 30 June 2027

Location: Sydney (hybrid working arrangements available)

A lead role in a priority NSW Government project to improve property transaction data and customer outcomes

About the team

The Office of the Registrar General (ORG) regulates the NSW land title system and works to ensure it is secure, efficient, reliable and responsive to the needs of customers, government and industry.

ORG plays a key role in the NSW property system, working with government agencies, industry partners and service providers to support trusted property transactions and better outcomes for the people of NSW. The team operates in a complex environment where policy, legislation, regulation, data, technology and customer experience intersect.

You will work closely with policy, legal, operational, data and delivery stakeholders to develop & deliver practical options for reform. This is an opportunity to contribute to work with direct impact for homeowners, government agencies and the broader property sector.

About the role

ORG is seeking a highly capable & self-motivated Policy Manager.

This is a hands-on senior role that sits at the intersection of policy, legislation, project delivery, operations, data and stakeholder engagement. You will lead work to understand current arrangements, identify issues and dependencies, and develop practical options to support future reform.

While this is classified as a Policy Manager role, the day-to-day work is broader than standard policy development. The role requires someone who can interpret legislation and contractual arrangements, work through complex operational issues, manage cross-agency relationships,



and prepare explicit advice for senior decision-makers

You will need to bring structure and momentum to a complex project environment, balance competing stakeholder interests, and translate detailed information into clear advice, delivery plans and recommendations.

About you

You are a senior policy or project professional who is comfortable working in complex and sometimes ambiguous environments.

You can quickly understand the policy intent, legislative context and operational realities behind a problem. You are confident engaging with senior stakeholders, asking the right questions, and bringing people together to work through issues.

To be successful in this role, you will demonstrate:

- Experience leading complex policy, legislative, regulatory, operational or service delivery projects.
- Strong analytical skills, including the ability to interpret legislation, policy, contracts, business processes or governance arrangements and prepare legislative drafting instructions.
- Demonstrated ability to manage complex projects with multiple dependencies, risks, timeframes and stakeholders.
- Excellent stakeholder engagement skills, including the ability to build trust, negotiate outcomes and manage competing interests.
- Strong written communication skills, with experience preparing Cabinet Submissions and other advice for senior executives & governance forums.
- Sound judgement,



resilience and the ability to provide clear, evidence-based advice on sensitive or complex issues.
- Strong experience developing and delivering policy, legislative or regulatory reform, particularly in areas involving privacy, consent or information handling is highly desirable.
- Work at the forefront of privacy and legislative reform in a major NSW Government initiative.
- Contribute to policy outcomes with real-world impact for homeowners and government agencies.
- Flexible working arrangements and a collaborative, high-performing team.

Salary Grade 11/12, with the base salary for this role starting at $154,231 base plus superannuation
