About Community Health Support (CHS)

CHS is a not-for-profit organisation providing 24/7 emergency medical response and advice across Sydney’s Eastern Suburbs, supported by 120 volunteers and several staff. CHS provides phone-based clinical guidance, rapid deployment of local medical responders, and coordination with NSW Ambulance, supporting the community in responding to everyday medical emergencies, urgent incidents, and major crisis events. Additionally, CHS provides first aid and CPR training, consulting services, and medical event coverage.

The events of 14 December in Bondi affirmed the essential role CHS plays within the local emergency response framework. CHS had long been supporting the community through everyday urgent and emergency medical situations, and this incident brought greater visibility to that contribution, while accelerating demand for our services and partnerships. CHS is now focused on strengthening its people and systems to ensure this community-based capability remains professional, reliable, and scalable into the future.

Role Purpose

The Clinical Operations Manager plays a key leadership role within Community Health Support (CHS), supporting the Chief Operating Officer in the day-to-day leadership and continual improvement of the organisation's operational functions. The role is responsible for ensuring operational priorities and projects are delivered from planning through to implementation and completion, providing hands‑on operational leadership that enables timely, efficient and accountable service delivery.

Working across CHS's emergency medical response service, the role strengthens operational capability through the development, implementation and ongoing management of systems, standards, training, quality improvement initiatives and operational frameworks that support safe, effective and sustainable service delivery. The role also leads the coordination of the organisation's operational training program, ensuring training is professionally planned, resourced and delivered through effective logistics, scheduling and operational oversight.

The role benefits from a strong clinical background and understanding of out‑of‑hospital emergency service operations. However, it is not intended to be the organisation's senior clinical governance role.



The Clinical Operations Manager works closely with senior clinical advisors on matters requiring higher‑level clinical expertise while leading the operational implementation of clinical and organisational initiatives.

Primary Areas of Responsibility

Operational Leadership & Continuous Improvement

Support the COO in the day-to-day leadership and continual improvement of CHS's operational functions. Ensuring operational priorities are delivered efficiently, consistently and to completion. The role is responsible for coordinating operational activities, driving accountability, solving problems as they arise and ensuring initiatives progress from concept through to implementation and ongoing management.

This includes maintaining a comprehensive understanding of day-to-day operations, leading operational teams on the ground, identifying opportunities to improve systems and performance, and translating organisational priorities into practical, measurable operational outcomes.

Training, Capability & Operational Readiness

Support the COO in leading the ongoing development of operational capability across the organisation by supporting the planning, development and continual improvement of responder, dispatcher and Duty Operations Manager (DOM) training, competency frameworks, progression pathways and operational readiness initiatives.

The role will help ensure CHS has clear, scalable systems that support volunteer development, operational excellence and future organisational growth.

The role is also responsible for coordinating the organisation's operational training program, ensuring training activities are planned, resourced and delivered effectively. This includes overseeing training logistics, scheduling, instructor coordination, and working with the Operations Coordinator to coordinate venues, equipment and operational support to ensure training is delivered consistently, efficiently and in alignment with organisational priorities and operational requirements.

Quality Improvement & Operational Standards

Drive a culture of continuous improvement through quality assurance activities, operational review, incident analysis and organisational learning.

Working closely with operational leaders and senior clinical advisors, the role will support the ongoing development and implementation of policies, procedures, SOPs and other operational standards, ensuring operational experience is translated into meaningful organisational improvements.





Operational Projects & Organisational Development

Lead and contribute to operational projects that strengthen CHS's capability, preparedness and organisational maturity.

This may include the development of new operational frameworks, implementation of current systems, improvement initiatives, strategic operational projects and other pieces of work that support the COO's broader vision for the organisation.

Cross-functional Collaboration

Work collaboratively across CHS's operational functions—including responder operations, dispatch, Duty Operations Management (DOM), training and other operational portfolios to support the successful implementation of organisational priorities.

The role will regularly engage with volunteers, instructors, mentors, operational leaders and senior clinical advisors, building strong working relationships that support operational effectiveness, capability development and continuous improvement.

Shared Operational Contribution

CHS operates with a collaborative leadership model in which staff contribute to operational coverage alongside their primary roles. The COM will be expected to participate, on a reasonable and agreed basis, in selected operational duties and after‑hours support functions to maintain operational understanding and support organisational needs during periods of demand.

Working Relationships

The Clinical Operations Manager reports directly to the Chief Operating Officer and works closely with senior clinical advisors, operational leaders and volunteers across the organisation.

The role is highly cooperative, providing operational leadership and support across multiple functions while helping ensure CHS's strategic direction is effectively translated into day-to-day operational practice.

Success in the role will be reflected through the continued strengthening of CHS's operational capability, including:

- Operational priorities and projects consistently delivered from planning through to implementation and completion.

- Effective day-to-day operational leadership that enables timely, efficient and accountable service delivery.

- Well-coordinated, professionally delivered training programs supported by effective planning, logistics and resource management.

- More mature, scalable and sustainable operational systems.

- Strong responder, dispatcher and DOM capability frameworks.

- Effective quality assurance and continuous improvement processes.

- Consistent operational standards and practices across the organisation.

- Improved organisational preparedness and operational readiness.

- Successful delivery of strategic operational initiatives that support CHS's continued growth and long‑term sustainability.
