About The Role:

In this position, you will lead the development of capital cost estimates during the development phase of a large infrastructure project that includes complex marine works. You will provide estimating leadership across concept development, option analysis, constructability input, procurement strategy, risk and contingency development, and estimate reviews to support funding, commercial, and delivery decisions. Your technical judgement, stakeholder engagement, and ability to integrate engineering, construction, procurement, schedule, and market inputs will be critical to producing robust, transparent, and defensible estimates.

Major Responsibilities:

- Lead the preparation, coordination, review, and presentation of development-phase estimates for a large infrastructure project, ensuring alignment with the approved estimate plan, work breakdown structure, basis of estimate, assumptions, exclusions, and project execution strategy.
- Develop and maintain the Project Estimate Plan.
- Manage multidisciplinary estimating inputs for marine works, including dredging, reclamation, quay walls, jetties, wharves, breakwaters, marine piling, navigation channels, temporary works, marine logistics, offshore/onshore interfaces, and associated civil, structural, mechanical, electrical, and utilities scopes.
- Lead quantity development and validation using drawings, design reports, material take-offs, geotechnical and bathymetric information, constructability inputs, production rates, vendor data, historical benchmarks, and market intelligence.
- Coordinate with engineering and construction teams to challenge scope definition, identify gaps,



improve constructability, and ensure that the estimate reflects the intended construction methodology, sequencing, access constraints, marine plant requirements, weather windows, tides, environmental restrictions, and logistics assumptions.
- Develop direct and indirect cost estimates, including labour, equipment, materials, marine spreads, subcontractors, temporary facilities, construction support, escalation, contingency, owner’s costs where applicable, and other project-specific allowances.
- Analyse supplier, subcontractor, marine contractor, and market pricing inputs to confirm scope coverage, commercial assumptions, productivity, risk allocation, exclusions, qualifications, and competitiveness.
- Work closely with risk, scheduling, procurement, contracts, and commercial teams to develop contingency, escalation, procurement packaging assumptions, cash flow, and cost-risk outputs appropriate to the maturity of the estimate.
- Prepare and present estimate review packages, basis of estimate narratives, management review materials, client-facing estimate summaries, and reconciliation reports in accordance with approved procedures and governance requirements.
- Lead estimate reviews, challenge sessions, and management briefings, clearly communicating estimate confidence, key cost drivers, major assumptions, risks, opportunities, exclusions, and areas requiring further definition.

Education and Experience Requirements:

- Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience

Required Knowledge and Skills:

- Extensive experience leading estimates for large, complex infrastructure projects during development, feasibility, tender, or early delivery phases, preferably including marine, ports, coastal, defence, resources, transport, or major civil infrastructure works.
- Robust understanding of estimate classification, estimate maturity, basis of estimate development, benchmarking, contingency development, escalation, cost-risk analysis, and the relationship between scope definition and estimate accuracy.
- Demonstrated knowledge of marine construction methods and cost drivers, including dredging, reclamation, piling, quay wall and wharf construction, breakwaters, marine temporary works, floating and land-based plant, marine logistics, weather and tidal constraints, environmental controls, and offshore/onshore interfaces.
- Advanced capability in developing, validating, and challenging quantities, production rates, labour and equipment assumptions, subcontractor pricing, supplier quotations, indirect costs, temporary works, and construction support costs.
- Ability to integrate engineering maturity, constructability, procurement strategy,



contract packaging, project schedule, risk profile, and commercial assumptions into a coherent and defensible cost estimate.
- Option analysis, value engineering, cost benchmarking, sensitivity analysis, cash-flow support, reconciliation, and trend identification across multiple estimate revisions.
- Experience leading estimate reviews and presenting estimating outcomes, cost drivers, risks, opportunities, assumptions, exclusions, and confidence levels to senior management, clients, partners, and project stakeholders.
- Working knowledge of EPC, EPCM, alliance, managing contractor, design and construct, and reimbursable delivery models, including how commercial strategy and risk allocation influence estimate structure and pricing.
- Sound understanding of procurement and subcontracting processes, market engagement, vendor and contractor quote evaluation, bid conditioning, scope gap analysis, and commercial qualifications.
- Proficiency in estimating systems, cost databases, Microsoft Excel, Word, PowerPoint, and relevant project controls tools; experience with applications such as EPIC, BETK, HCSS, Candy, Primavera P6, Microsoft Project, or equivalent systems is desirable.
- Demonstrated commitment to safety, quality, integrity, inclusion, and continuous improvement in estimating practices, governance, and team performance.
