Overview
The Project Engineer - Energy, Utilities and Sustainability is Council's technical lead and Subject Matter Expert (SME) for energy management, utilities, renewable energy, energy efficiency and carbon reduction.
The role monitors and analyses Council's energy use identifies cost and emissions reduction opportunities and supports the delivery of Council-wide energy and sustainability initiatives.
Key Responsibilities
Develop and implement Council'sEnergy Strategy, Utility Strategy and Renewable Energy Roadmapto support long-term sustainability and operational objectives.
Manage Council'selectricity, gas and renewable energy portfolio, identifying opportunities to improve efficiency, reduce costs and optimise energy consumption.
Oversee the performance, maintenance and expansion ofsolar PV systems, battery storage and renewable energy assets, ensuring maximum operational and financial performance.




Support the delivery of Council'sZero Emission Fleet Strategyby providing energy forecasting, electrical capacity planning and technical advice for EV charging infrastructure.
Lead initiatives that improveenergy efficiency, reduce carbon emissions and support Council's net zero and climate resilience goals.
Manage the procurement and contract administration of energy services, utilities and renewable energy projects, including supplier performance and commercial negotiations.
Build strong relationships with internal stakeholders, utility providers, government agencies, consultants and contractors to deliver strategic energy outcomes.
Manage energy and sustainability projects from planning through to delivery, ensuring projects are completed on time, within budget and in compliance with legislative requirements.
Monitor utility expenditure, develop business cases and financial models, identify grant opportunities and deliver measurable cost savings.
Analyse energy, utility and emissions data to produce dashboards, executive reports and performance insights that support strategic decision-making.
Ensure compliance with relevant legislation,



Australian Standards and governance requirements while driving innovation and continuous improvement across Council's energy portfolio.
About You
To be successful in this role, you will have:
Demonstrated experience managingenergy, utilities, sustainability or renewable energy programswithin a large and complex organisation.
Robust knowledge ofelectricity and gas networks, utility management, renewable energy technologies, solar PV, battery storage and energy efficiency initiatives.
Experience developingstrategic plans, business cases, lifecycle costing and financial analysisto support capital investment and operational improvements.
Proven project management experience deliveringenergy, infrastructure or sustainability projectsfrom planning through implementation.
Strong stakeholder management skills, with the ability to engage and influence senior leaders, contractors, utility providers, government agencies and technical specialists.
Experience managing procurement processes, supplier contracts, SLAs and commercial negotiations.
Advanced analytical skills, including experience interpreting energy consumption data, forecasting demand, monitoring KPIs and preparing executive-level reports.
Knowledge of Australian energy legislation, regulatory requirements and industry best practice, with a commitment to governance and compliance.
A proactive, strategic mindset with a passion for sustainability, continuous improvement and delivering innovative energy solutions.
Experience supportingfleet electrification, EV charging infrastructure or net zero initiativeswill be highly regarded.
