Risk frameworks alone do not protect people. What matters is whether an organisation sees the right risks early, understands whether its controls are working and acts decisively when they are not.
At mecwacare, the Head of Operational Risk & Assurance will lead that work across a complex organisation delivering residential aged care, home care, retirement living and disability services.
Reporting to the Executive Director – Finance and Enabling Services, you will create a transparent line of sight from frontline incidents, complaints, emerging risks and audit findings through to Executive decision-making and ensure the resulting actions deliver sustained improvement.
This is not a role focused on maintaining registers or reporting problems after the event. It is a visible, hands‐on leadership opportunity for someone who can connect risk, assurance, compliance and quality governance; identify systemic issues; and constructively challenge the organisation to do better.
Your impact
Enterprise and operational risk management, escalation and reporting
Control design, effectiveness testing and assurance planning
Internal and external audits, regulatory reviews and evidenced closure of findings
Oversight of compliance obligations across a highly regulated, multi-service environment
Organisational learning from incidents, complaints, audit outcomes and recurring quality trends
Business continuity, resilience and preparedness
Risk capability, accountability and ownership across operational and corporate teams
Success will mean more than having sound frameworks. It will mean leaders understand their risks, controls can be demonstrated to work, recurring issues are identified across the organisation and corrective actions remain effective after the immediate scrutiny has passed.
About you
You are an experienced risk, assurance,



compliance or governance leader who can operate strategically while remaining close enough to the business to understand what is happening in practice.
You bring:
Significant experience leading risk, compliance, assurance, audit or governance within a complex or highly regulated organisation
Practical experience designing and embedding enterprise and operational risk frameworks
A strong understanding of controls, assurance methodologies and audit or regulatory review processes
The ability to translate complex legislation and regulatory obligations into clear, workable processes
A track record of identifying systemic issues and driving actions through to sustainable, evidenced closure
Confidence providing clear advice and constructive challenge to senior leaders and Executive Leadership
Strong people leadership and the ability to build risk capability beyond the risk function
A relevant tertiary qualification in risk, governance, compliance, audit, business, health management or a related discipline or equivalent professional experience
Experience in aged care, health, community services or another highly regulated environment will be highly regarded. Just as important will be your ability to understand operations, influence behaviour and enable good decisions without creating unnecessary bureaucracy.
