The opportunity
Reporting to the Director, you will lead the safety, quality, people and commercial performance of a portfolio of early learning services. This is a hands-on multi-site leadership role for someone who knows what an Exceeding service looks like — and how to build the systems, coaching and culture that get a service there and keep it there.
You'll be stepping in at a defining moment for our sector. With the National Early Childhood Worker Register, mandatory national child safety training and the new Victorian Early Childhood Regulatory Authority (VECRA) now in place, we want a leader who treats the safety, rights and best interests of children as the paramount consideration in every decision — because that is now both our legal duty and our promise to families.
What you'll do
Child safety and regulatory compliance
Ensure every service operates in full compliance with the Education and Care Services National Law and Regulations, the National Quality Framework, the Victorian Child Safe Standards and Child Care Subsidy (Family Assistance Law) requirements.
Embed a genuinely child safe culture across the portfolio — safe recruitment, supervision, the Reportable Conduct Scheme, mandatory reporting, and digital device,



photography and image-use safeguards.
Oversee accurate, on-time regulatory notifications (including 24-hour notification obligations for serious incidents and allegations), maintenance of the National Early Childhood Worker Register, and readiness for announced and unannounced VECRA visits.
Quality and pedagogy
Lead Assessment & Rating preparation and drive each service's Quality Improvement Plan, targeting Meeting and Exceeding outcomes across all seven quality areas.
Coach Centre Directors and Educational Leaders to strengthen curriculum and practice under the EYLF and VEYLDF.
People leadership
Recruit, develop and retain Centre Directors and educators through structured induction, mentoring, succession planning and honest, supportive performance leadership.
Build a culture of psychological safety and accountability, and manage workplace matters fairly and in line with employment law.
Commercial performance
Own portfolio budgets, occupancy, enrolment pipeline, rostering efficiency, wage control and P&L; outcomes.
Protect and grow revenue by keeping every service CCS-compliant — quality and safety are now conditions of CCS approval — and by delivering a family experience worth recommending.
Families and community
Be a visible, trusted presence for families; lead complaint resolution with empathy and rigour; build partnerships with local schools, maternal and child health services and community organisations.
About you
Proven multi-site leadership in long day care / early childhood education and care (Area, Regional or Operations Manager) — or an outstanding Centre Director with group-level project experience, ready to step up.
Deep working knowledge of the National Law and Regulations,



the NQF/NQS and the Assessment & Rating process, and current Victorian regulatory settings.
Sound understanding of CCS and Family Assistance Law obligations, with solid commercial acumen across budgets, occupancy and workforce planning.
An ACECQA-approved early childhood qualification (Diploma or Bachelor) is highly regarded 【change to "required" if this role will act as Responsible Person or Nominated Supervisor cover】.
A track record of leading services through Assessment & Rating — Exceeding outcomes highly regarded.
Current driver licence and willingness to travel regularly across the region.

first aid, CPR, asthma and anaphylaxis qualifications (HLTAID012 or equivalent), or willingness to obtain;
completion of the mandatory national child safety training.
All appointments are subject to identity verification, thorough referee checks (including child-safety-focused questions) and registration on the National Early Childhood Worker Register. Ongoing employment is subject to continued suitability to work with children.
