The Role
The Asset Management Senior Specialist is a highly experienced asset management professional responsible for asset management maturity uplift, enterprise asset management system development, asset information stewardship and compliance activities. The role works alongside the accountable Group Manager Asset Governance to strengthen VicTrack's strategic asset management capability, improve the quality and governance of asset information, and drive organisation-wide adoption of asset management practices that support evidence-based decision-making.
The role contributes to the establishment of enterprise asset information standards,
governance arrangements and continuous improvement initiatives that support improved asset visibility, lifecycle insight, investment planning and transport system outcomes across both controlled and released assets.
Key Responsibilities:
Lead the identification, scoping, prioritisation and implementation of asset management capability uplift activities across the organisation to support VicTrack in achieving and maintaining its status as a competent asset manager.
Develop, maintain and implement VicTrack's Strategic Asset Management Plan (SAMP), ensuring its alignment with our corporate plan, and that it is appropriately developed in conjunction with relevant internal stakeholders.
Undertake annual reviews and report on the application of compliance and maturity against the mandatory requirements of the Asset Management Accountability Framework (AMAF) for VicTrack's controlled and released assets, coordinating with internal business groups and external stakeholders, including the Department of Transport and Planning, as required.
Plan, coordinate and report on enterprise-wide asset management maturity assessments at least every three years, as required under AMAF, using outcomes to inform the capability uplift activity program.
Identify, develop, introduce and maintain necessary elements of VicTrack's enterprise asset management system, prioritised on a risk-informed basis.
Identify and contribute to the management of strategic asset management risks as appropriate and in partnership with business groups and other transport family stakeholders.
Support business groups with the development of their asset management plans, capabilities and portfolio specific asset management system elements, providing internal advisory as the key VicTrack asset management subject matter expert and ensuring appropriate linkage to the overarching enterprise elements.
Support the Secretariat of the Asset Governance Committee (AGC) in the performance of their function.
Engage and develop relationships with internal stakeholders and provide specialist expertise to drive asset management capability uplift and culture across VicTrack.
Represent VicTrack at relevant asset management forums, committees and other meetings as required,
reporting back via the AGC as appropriate.
In line with Section 31A of the Public Administration Act **** (Vic) other duties may be assigned consistent with employment classification, skills, and capabilities.
Qualifications & Experience:
Graduate and/or post-graduate qualifications, certifications or accreditations relevant to asset management, engineering, infrastructure management or a related discipline. (mandatory)
Proven experience in strategic asset management roles within asset-intensive organisations, including the development, implementation and continuous improvement of asset management systems, frameworks and practices.
Strong understanding of contemporary asset management principles and frameworks, including AMAF, ISO ****x and associated best practice, with experience leading maturity improvement, compliance and assurance activities.
Outstanding written and verbal communication skills, including the ability to develop policies, procedures, standards, frameworks, governance artefacts, management plans and executive reports. Demonstrated ability to effectively engage, influence and build relationships across diverse stakeholder groups.
Experience improving asset information, data governance or information management practices, including data quality, information stewardship, asset information standards and information assurance principles.
Experience working with asset registers, GIS platforms, enterprise asset management systems and other asset information repositories, with an understanding of how asset information supports lifecycle decision-making.
Demonstrated asset management experience across multiple asset classes, ideally including property, telecommunications, infrastructure or transport assets.
Experience contributing to enterprise reporting, analytics, performance management, data visualisation or asset insight initiatives that support evidence-based decision making.
