About the Role
As the
Project Manager – Cyclone Shelter (NEMA/QRA)
, you will lead the planning, coordination, and delivery of Council's Cyclone Shelter project, together with other assigned infrastructure projects as delegated. The role provides project management, contract administration, financial tracking, stakeholder liaison and reporting to ensure projects are delivered safely, on time, within budget and in accordance with legislative, contractual, funding and Council requirements.
For the Cyclone Shelter project, you will be specifically accountable for supporting delivery in accordance with applicable NEMA and QRA funding arrangements, including funding conditions, milestones, reporting obligations, procurement and contract requirements, compliance records, acquittals, and audit-ready documentation.
Palm Island Aboriginal Shire Council delivers a complex capital works program encompassing roads, drainage and transport infrastructure, water and wastewater services, essential services, community infrastructure, and other assigned infrastructure projects. These projects are delivered through State and Commonwealth funding programmes and are subject to rigorous governance, reporting and compliance requirements, with additional complexity arising from remoteness, logistics and multi‐agency coordination.
The position also plays a vital role in supporting local workforce development, including providing day‐to‐day supervision, guidance, and performance support to the Construction Supervisor role as a structured development opportunity for local candidates.
Key Responsibilities
Manage multiple projects as a defined portfolio from conception to completion, including schedules, cost estimates, forecasting, and delivery tracking.
Develop detailed project plans outlining objectives, scope, timelines, resources, risks, and reporting requirements.
Maintain project control tools including schedules, risk registers, issues logs, variation registers, and action trackers.




Support consistent application of Council's Capital Works Delivery Framework and project governance processes.
Manage change, risks, and opportunities to support achievement of project goals.
Monitor and forecast project budgets and maintain accurate financial and compliance records.
Ensure the Cyclone Shelter project is delivered consistently with NEMA/QRA funding responsibilities, including milestone reporting, grant compliance, supporting evidence, acquittals, and audit-ready documentation.
Direct procurement activities in coordination with corporate procurement and external advisors, including documentation preparation, evaluation support, and contract administration processes.
Manage contract administration processes, including variations, progress claims, extensions of time and supporting documentation.
Model positive safety behaviours and lead Workplace Health and Safety compliance in line with relevant policies, procedures, and legislative requirements.
Provide day‐to‐day supervision, guidance, and performance support to the Construction Supervisor, with a focus on capability building, safe work practices, and progressive responsibility.
Act as a primary point of contact for stakeholders and present project information clearly in formal and informal settings.
What We're Looking For
You will bring strong project management capability, sound judgement, and a practical understanding of infrastructure delivery in a remote or community-focused environment. You communicate clearly, work respectfully across teams and cultures, and understand the importance of safe delivery, positive governance, accurate reporting, and community-sensitive project planning on Palm Island.
Relevant qualification in project management,



construction, infrastructure, engineering, and/or equivalent demonstrated experience.
Demonstrated ability to supervise, mentor, and develop construction or operational staff, including supporting local workforce development pathways and development-focused roles.
High level communication, negotiation, and interpersonal skills.
Construction Industry White Card ****** QLD).
Strong administrative and organisational skills with high attention to detail.
Ability to manage competing priorities in a fast‐paced environment.
Proficiency in Microsoft Office, including Word, Excel, Outlook and PowerPoint.
Current Queensland "C" Class Driver's Licence.
Strong experience in project management across the planning and delivery lifecycle within a structured project management framework, or experience in capital infrastructure works such as design, construction, procurement and contract management.
Demonstrated experience in the delivery of government-funded infrastructure projects.
Experience managing projects delivered under NEMA, QRA or similar disaster recovery, resilience, or externally funded infrastructure programmes, including reporting, compliance, and acquittal obligations.
Experience working in regional or remote communities.
Experience in local government or similar regulated environments.
Familiarity with contemporary project controls, information management and digital delivery systems used in infrastructure projects.
