THE ROLE
The Head of Change Management leads the development and delivery of the change management strategy for the Communities and Families Transformation Program, ensuring the successful adoption and embedding of transformation initiatives across the department, partner organisations and the broader child and family service system.
The role is responsible for designing and implementing evidence-informed change approaches that build organisational readiness, strengthen leaders' capability and support people to successfully navigate and sustain change. Working collaboratively across policy, service design, implementation and strategic engagement functions, the role ensures that people, culture and ways of working are considered throughout the transformation.
The role provides strategic advice to the Executive Director and senior leaders on change impacts, readiness, stakeholder adoption and behavioural change, using data and practice insights to inform decision making and improve change outcomes. Championing a people centred approach, the role will ensure that change is delivered in a way that is coordinated, inclusive and focussed on achieving lasting improvements for children, young people, families and communities.
The role will lead, as needed, the development of budget bids, Cabinet submissions and papers and briefings suitable for informing senior executive and ministerial decision making. The position will require excellent written and verbal communication skills, and a robust understanding of policy and budget setting processes. The role holder will also have the skills and ability to work collaboratively and use initiatives to support delivery in a fast-paced and changing policy environment.
The position will require highly developed leadership and people management skills, high level written and verbal communication skills, and an ability to be responsive to tasks including the provision of responses in a timely manner.
This is a rare opportunity to hold a change leadership role at the centre of one of Victoria's most significant social services technology programs. The successful candidate will be a highly collaborative and skilled leader motivated to work in partnership with front line practitioners, operational and system leaders, clients and technology partners to generate innovative yet feasible solutions that improve client outcomes.
ACCOUNTABILITIES INCLUDE
- Provide expert advice to stakeholder groups regarding change strategies, implementation plans and emerging risks.
- Provide strategic thinking and future planning to oversee change management initiatives and integrated approaches to realise the change benefits.
- Develop and oversee an overarching change implementation plan that is focussed on building capacity, adoption and sustainable change.
