WORKING HOURS: Full Time, Monday - Friday with occasional hours as required including after hours and/or weekends for training and event needs.

ABOUT THE ROLE

We are seeking an experienced and values-drivenManager – Bilya Koort (OOHC) to lead the operational delivery of our OOHC program and help shape its future.

This is an outstanding opportunity for an accomplished leader who is passionate about achieving better outcomes for Aboriginal children and young people. Reporting to the Executive Manager Service Delivery, you will lead a dedicated leadership team, oversee complex service delivery, strengthen operational performance, and foster a culture of accountability, collaboration and continuous improvement.

Working closely with organisational leaders, government agencies, Aboriginal Community Controlled Organisations and community partners, you will play a key role in ensuring children and young people receive safe, high-quality, culturally responsive and trauma-informed care.

Reporting to the Executive Manager Service Delivery, you will be responsible for the overall operational leadership of Yorganop's Bilya Koort (OOHC) program.

You will oversee service delivery across the program, ensuring contractual obligations, placement targets, quality standards and legislative requirements are consistently achieved.

You will provide leadership to the Bilya Koort leadership team, supporting and developing leaders while fostering a culture of accountability, collaboration and continuous improvement.





This role requires a confident leader who is comfortable balancing strategic thinking with day-to-day operational decision-making and who can effectively lead within a dynamic environment where child safety and service quality remain the highest priorities.

YOU WILL BE RESPONSIBLE FOR:

Leading the operational performance of Yorganop's OOHC program.

Providing leadership, guidance and support to the Bilya Koort leadership team.

Driving high-quality, culturally responsive and trauma-informed service delivery.

Strengthening placement stability, service performance and operational outcomes.

Leading responses to complex child safety matters, critical incidents and operational challenges.

Building strong partnerships with the Department of Communities, Aboriginal organisations and key stakeholders.

Driving continuous improvement, innovation and organisational excellence.

Contributing to the ongoing growth and development of one of Western Australia's leading Aboriginal Community Controlled Organisations.

Extensive leadership and management experience within Out of Home Care, Child Protection, Family Support or a comparable human services environment.





Experience leading multidisciplinary teams and senior leaders across complex operational service delivery.

Demonstrated success managing contractual performance, operational plans, service delivery and organisational outcomes.

Experience responding to complex child safety matters, critical incidents and high-risk operational environments.

Strong understanding of trauma-informed practice, safeguarding and culturally responsive service delivery.

Comprehensive knowledge of the Aboriginal and Torres Strait Islander Child Placement Principle and the importance of culture, family and community in achieving positive outcomes for Aboriginal children and young people.

Demonstrated ability to build productive relationships with government agencies, Aboriginal organisations and community stakeholders.

High-level leadership, coaching, workforce development and people management capability.

Excellent communication, negotiation and stakeholder engagement skills.

Strong analytical, strategic planning and operational decision-making skills.

Demonstrated ability to lead through organisational change, competing priorities and continuous improvement initiatives.

A genuine commitment to improving outcomes for Aboriginal children, young people and families.

Qualifications and mandatory requirements:

A degree qualification in Social Work, Psychology, Human Services, Community Services or another relevant discipline.

Eligibility for skilled registration where applicable.

A current National Police Clearance.

A current Working with Children Check.

A satisfactory Department of Communities Departmental Check.

A current Australian Driver's Licence.
