The Manager, Procurement and Governance will lead the governance, assurance and procurement functions for the Communities and Families Transformation Program, ensuring that it operates with robust accountability, effective decision making and robust stewardship of resources.

The role is responsible for establishing and maintaining governance arrangements, supporting executive and program governance forums, and providing strategic advice on governance, procurement, risk and compliance to enable the success of the transformation.

Working across the program, the role will lead procurement planning and delivery, ensuring external partnerships, specialist services and commissioned work are procured efficiently, ethically and in accordance with Victorian Government requirements. The role also oversees governance frameworks, reporting, decision tracking, and assurance processes that support timely, transparent and effective decision making.

The role will foster a culture of sound governance, continuous improvement, and delivery excellence, ensuring procurement arrangements enable innovation while maintaining appropriate oversight and probity and enabling stewardship of the system transformation.



Whilst a key leadership role in the Transformation Office you will work alongside and support your team to collaborate with partners in Corporate and Delivery Services on the critical program functions of finance, procurement, governance and workforce services.

The rolewill lead, as needed, the development of budget bids, Cabinetsubmissions andpapersand briefingssuitable forinformingseniorexecutive and ministerial decision making.The position will requireexcellentwritten and verbal communication skills, anda strong understanding ofpolicyand budget setting processes. The role holderwill also have the skills andability to work collaborativelyanduse initiativeto supportdeliveryina fast-pacedand changing policyenvironment.

ACCOUNTABILITIES INCLUDE

- Contribute advanced procurement expertise and knowledge to benefit strategic planning, outcomes and capability development.
- Establish, build and maintain an appropriate reporting framework to enable procurement monitoring and reporting, including active monitoring and reporting on procurement activities, compliance, and progress in relation to commitments to meet legislative requirements
- Exercise high levels of strategic procurement knowledge, expertise and experience and apply high-level risk management techniques to effectively manage and minimise procurement and contractual risk.
