Established in 1979 by the Ballarat Aboriginal community in the Ballarat district, BADAC’s vision is to be the strongest voice and presence in the Ballarat area, supporting and respecting their people, enhancing our community, growing their culture and honouring their heritage. BADAC is the Aboriginal Community-Controlled Organisation (ACCO) for the Ballarat and District area, covering 4 local government areas (LGAs). The organisation is extremely proud of the contribution and support they have provided the local Aboriginal community over the past 40 years delivering a comprehensive range of health, social, welfare and community development programs to local Aboriginal people.

The Role

Reporting to the Chief Human Resources and Governance Officer the Policy Development Officer is responsible for consulting on policy and procedure development, producing high quality documented policies and procedures that reflect the needs of the organisation and reviewing existing policy documentation.



The fixed term twelve-month role is intended specifically to support the development of contemporary policy documentation for the BADAC Medical Clinic in line with the requirements of the Royal Australian College of General Practitioners (RACGP) 6th Edition Standards for General Practice.

Key Duties & Responsibilities

Policy Development and Review

- Lead the review, development and implementation of Medical Clinic policies and procedures.
- Work with the Medical Practice Manager to establish policy review schedules and work plans.
- Ensure policies are developed in consultation with relevant subject matter experts and stakeholders.
- Research and incorporate relevant legislation, regulations, standards and best practice requirements.
- Support the implementation of policies through communication, education and organisational engagement.
- Ensure all documentation complies with BADAC formatting and document control requirements.
- Coordinate policy review, approval and version control processes.
- Maintain the Medical Clinic Policy and Procedure Register.
- Provide support for policy and procedure projects across other areas of the organisation as required.

Governance and Compliance

- Develop and maintain policies that strengthen organisational governance and risk management practices.
- Support compliance with relevant legislation, healthcare standards and accreditation requirements.
- Provide advice and guidance to managers and staff regarding policy interpretation and implementation.

Stakeholder Engagement

- Engage and collaborate with Executive Leadership, managers and staff throughout policy development processes.
- Consult with external stakeholders and subject matter experts where required.
- Foster positive working relationships to support organisational improvement and change.

General Responsibilities

- Uphold and promote BADAC's values in all aspects of work.
- Comply with the Victorian Child Safe Standards and BADAC Child Safe Code of Conduct.




- Maintain a safe and healthy workplace.
- Participate in supervision, staff meetings and professional development activities.
- Contribute to a positive and inclusive organisational culture.
- Undertake other duties as reasonably requested.

Key Selection Criteria

- An appropriate undergraduate degree in Public Policy, Community Development, Social Work or a related field.
- Demonstrated experience in policy development and advocacy within the community services / not for profit sector.
- An understanding or willingness to learn about Aboriginal culture and demonstrated ability to work with people of diverse backgrounds and complex needs.
- Have the ability to communicate effectively with Aboriginal and Non-Aboriginal people and Community, plus demonstrated knowledge and understanding of Aboriginal culture.
- An understanding medical/health terminology would be advantageous.
- Sound record management, data collection and reporting capability.
- Ability to work autonomously, use initiative and problem-solving skills.
- Ability to work in a team environment, with a person-centred focus.

- Have (or be willing to have) a National Police Clearance
- current Working with Children Check Clearance.
