Established in 1979 by the Ballarat Aboriginal community in the Ballarat district, BADAC’s vision is to be the strongest voice and presence in the Ballarat area, supporting and respecting their people, enhancing our community, growing their culture and honouring their heritage. BADAC is the Aboriginal Community-Controlled Organisation (ACCO) for the Ballarat and District area, covering 4 local government areas (LGAs). The organisation is extremely proud of the contribution and support they have provided the local Aboriginal community over the past 40 years delivering a comprehensive range of health, social, welfare and community development programs to local Aboriginal people.

The Role

Reporting to the Human Resources Manager (HR Manager) and Human Resources Team Leader (HR Team Leader), this is a broad generalist role for a passionate Human Resources Officer (HR Officer) to provide comprehensive Human Resources support to the business. The HR Officer will facilitate end to end recruitment process, coordinate and facilitate employee induction, assist with the employee appraisal process, learning and development and provide strategic and operationally sound advice to team leaders and program managers on workplace and employee relations matters.

This generalist role will require the incumbent to also provide guidance on a range of HR initiatives, while gaining deep understanding of the business, provide HR support to the HR Manager and HR Team Leader assist other team members in providing a range of HR operational support and services to meet the business needs.



Continuous improvement and systems review will remain a core part of the role.

The HR Officer will need to be highly motivated, enthusiastic and possess a sound knowledge of Aboriginal culture and an ability to communicate effectively with Aboriginal people.

Key Duties & Responsibilities

- Assist the HR Manager and HR Team Leader in supporting employees and management in all aspects of Employee Relations including but not limited to employee grievances and workplace grievances (including those relating to bullying, harassment, victimisation and discrimination) through providing advice and or conducting internal investigations, mediation sessions or early resolution meetings as required.
- Provide administration assistance including but is not limited to maintaining and updating personnel records & relevant HR registers as per unit’s RACI requirement and other general admin duties including promotions, transfers, personnel files, transfers of staff etc., managing internal HR Inbox.
- Proactively develop, update, coordinate the administration and maintain HR correspondence, letters documentation, forms, templates and standard letters required in HR as per the unit’s RACI requirement.
- Ensure administrative processes are completed and internal databases are updated in accordance in adherence to legislative requirements, standards and organisational policies and procedures.
- Understand the business strategy and support the people agenda to support its delivery.
- Assist with, support and facilitate BADAC’s auditing process in preparation for accreditation. (Audit the employee data management system to ensure all records are up to date).
- Contribute to the development, implementation and communication of HR policies, procedures and forms and maintaining these.
- Coordination of employee training with external providers, maintaining records and certificates in the appropriate registers.
- Develop and facilitate internal learning and development opportunities and training sessions for existing and new employees.
- Works proactively with other HR colleagues to share learning, best practice and drive efficiency.
- Participate and contribute to various HR projects and initiatives as required.
- Support the business with engagement by conducting regular 'pulse take' interviews and data collation from our engagement surveys as required.




- Facilitate and coordinate end to end recruitment process including but not limited to; advertising internally and externally via various platforms, drafting duty statements and onboarding documents, coordinate interview meetings and panel and develop appropriate interview questions as well as coordinate and facilitate employee induction.
- Keeps up to date on key changes that may affect HR, understands current trends, best practice and innovations.
- Show initiative and attention to detail, discretion and confidentiality in relation to staff employment information and issues.

Key Selection Criteria

- Ability to communicate effectively with Aboriginal people with demonstrated knowledge & understanding of Aboriginal culture, transgenerational trauma and social determinants of health and wellbeing.
- Relevant qualification in HR field and previous relevant experience in a HR Generalist position with 3-5 years of experience.
- A proven record in providing legally compliant and specialist workplace relations advice.
- Demonstrated experience in undertaking internal investigations and managing cases.
- Demonstrated experience in providing advocacy and support on a range of workplace relations matters.
- The ability to work independently, prioritise work demands and to manage confidential and sensitive matters.
- Administration experience is preferred, including competency in administrative duties, recruitment and compliance.
- Highly organised with the ability to prioritise tasks and high attention to detail and problem-solving skills.
- Ability to adapt to the needs of the organisation and employees.
- Must have sound knowledge of OHS policy & standards of practice.
