RTO Compliance Manager

Key Responsibilities

A. Regulatory Oversight & Strategy

- ASQA Liaison: Act as the primary Point of Contact (PEO/CEO support) for all communications with ASQA, including registrations, renewals, and scope additions.

- Standards Maintenance: Ensure the RTO meets all Standards for RTOs 2015, Data Provision Requirements, and Fit and Proper Person Requirements.

- Legislation Monitoring: Stay updated on changes to the National Vocational Education and Training Regulator Act 2011 and the ESOS Act (if CRICOS).

B. Internal Auditing & Quality Assurance

- Self-Assurance: Lead a cycle of internal audits across all standards (Marketing, Enrolment, Training/Assessment, and Completion).

- Rectification: Identify gaps in compliance and develop "Corrective Action Plans" to mitigate risks before external audits.

- Third-Party Monitoring: Oversee and audit any third-party providers or education agents to ensure they represent the RTO accurately.

C. Data & Reporting

- AVETMISS Reporting: Ensure the timely and accurate submission of AVETMISS data and Quality Indicator (Learner and Employer) surveys.

- Scope Management:



Manage the transition of training packages, ensuring the RTO moves to new versions of qualifications within the required 12-month window.

D. Staff Capability

- Professional Development: Verify and maintain the Trainer/Assessor Vocational Competency and Currency records.

- Induction: Lead compliance inductions for current staff to ensure they understand their obligations under the VET Quality Framework.

3. Essential Selection Criteria

- VET Leadership: At least 5 years of experience in the Australian VET sector, with at least 2 years in a dedicated compliance or quality role.

- Audit Experience: Proven track record of leading an RTO through successful ASQA audits (Initial, Renewal, or Monitoring).

- Technical Knowledge: Expert-level understanding of the AQF, National Training Packages, and USI (Unique Student Identifier) legislation.

- High-Level Analysis: The ability to interpret complex legislative documents and translate them into simple operational policies.

4. Required Qualifications

- Mandatory: TAE40122 (or TAE40116) Certificate IV in Training and Assessment.

- Highly Regarded: BSB50920 Diploma of Quality Auditing (or higher).

- Desirable: Graduate Diploma of Management (Learning) or equivalent.

5. Performance Indicators (KPIs)

- Audit Outcome: Zero "Critical Non-Compliances" in any internal or external audit.

- Reporting Accuracy: 100% error-free AVETMISS data submissions.

- Risk Mitigation: All superseded units transitioned within the 12-month regulatory timeframe.
