The Opportunity

Moonee Valley City Council is seeking a motivated and customer-focused Planning Enforcement and Investigations Officer to join the City Development team.

Reporting to the Coordinator Statutory Planning, you will play a key role in protecting the amenity, safety and liveability of the municipality by investigating and managing a broad range of planning compliance matters. Working closely with developers, property owners, businesses, community members and internal stakeholders, you will assess compliance with planning permits, the Planning and Environment Act 1987, the Moonee Valley Planning Scheme and other relevant legislation.

Through a combination of education, negotiation and enforcement, you will help achieve fair, consistent and effective compliance outcomes while delivering high-quality customer service and supporting positive planning and development outcomes for the community.

Key Responsibilities

- Investigate customer enquiries and complaints relating to planning compliance, land use, development activities and Construction and Site Management Plans (CSMPs).
- Conduct site inspections and assess compliance with planning permits, endorsed plans, permit conditions and relevant legislation.
- Provide advice and guidance to developers, builders, property owners, occupiers and the broader community regarding planning requirements and compliance obligations.
- Liaise with internal stakeholders and external agencies to gather evidence and progress investigations.
- Prepare reports, correspondence, briefs of evidence and compliance documentation.
- Issue planning enforcement notices and undertake enforcement activities in accordance with legislative requirements.
- Assist with matters progressing through VCAT, the Magistrates' Court and other relevant statutory processes.
- Maintain accurate records and evidence within Council's systems.




- Manage stakeholder relationships and resolve complex compliance matters through effective communication and negotiation.
- Contribute to continuous improvement initiatives and support a positive customer-focused service culture.

Skills & Experience

- Relevant tertiary qualifications in town planning, compliance and enforcement, investigations, law, environmental science or a related discipline, or equivalent relevant experience.
- Experience in a planning compliance, enforcement, investigations or statutory planning environment.
- Sound knowledge of planning legislation, statutory planning processes and regulatory frameworks.
- Strong investigative and analytical skills, with the ability to assess evidence and make informed decisions.
- Experience managing compliance matters and implementing appropriate enforcement actions.
- Excellent stakeholder engagement, negotiation and conflict resolution skills.
- Highly developed written and verbal communication skills and a commitment to customer service excellence.
- Strong organisational skills with the ability to manage competing priorities and meet deadlines.
- Proficiency in Microsoft Office applications and electronic records management systems.
- A current Victorian Driver Licence.
