JOB PROSPECT NOTICE JOB ANNOUNCEMENT DATE: August 5, 2026 CLOSING DATE: Open Until Filled ACCOUNTING MANAGER/BUDGET ANALYST | JASPER COUNTY FINANCE Position Summary This position is responsible for developing and maintaining an accounting system and procedures to ensure compliance with GASB. Performs professional duties in the creation and maintenance of accounting records, the verification and documentation of financial transactions and the preparation of and management of departmental budgets.
Major Duties
Supervises the Accounting Assistant and Senior Accounting Assistant.
Enters journal entries into the accounting software.
Performs professional accounting duties in the analysis and interpretation of accounting data and reports.
Maintains the accounting database including but not limited to general ledger accounts and users.
Monitors the accurate documentation of all financial transactions; thereby ensuring the integrity of fiscal/financial reporting system.
Reconciles bank accounts and balance sheet accounts, researches errors, and ensures corrective action is taken.
Applies and supervises the application of the principles of accounting theory to maintain an accounting system, develops methods for recording and monitoring financial transactions and assists in the preparation of financial reports.
Analyzes, prepares and distributes various financial and fiscal reports and statements for internal and external use.
Communicates with departments and agencies to resolve complex problems as necessary.
Distributes budgetary instructions, interprets policies and procedures, develops and/or explains the use of budgetary forms and prepares budgetary reports for review.
Reviews complex budgetary requests for completeness, verifies estimates, and summarizes budgetary statements of departmental activities and objectives.
Develops budgetary forecasts based on reviews of departmental needs and requirements, expenditures and funding trends and anticipated general economic changes.
Reviews and edits payroll files to ensure accuracy and uploads the data into the accounting software.
Supervises procurement functions to ensure compliance with the Jasper County procurement policy.
Aids other departments as needed regarding financial transactions or reporting.
Maintains detailed records for fixed asset acquisition and retirement to include infrastructure.
Performs other duties as assigned.
Skills And Knowledge Required Ability to analyze and interpret complex financial data and reports.
Skill in the use of a computer and associated software and department specific software programs.
Strong organizational skills and ability to set priorities and meet critical deadlines.
Computer skills with working knowledge of Microsoft Office Software (Word, Excel, Access, Power Point, Outlook, etc.)
Knowledge of e-technology and ability to perform research functions.
Record-keeping, report preparation, filing methods and records management techniques.
Standard business math including percentages and decimals.
Ability to solve practical problems in fast paced settings with many variables using tact, discretion, initiative and independent judgement within established guidelines.
Ability to research, compile, and summarize a variety of informational and statistical data and materials.
Skill in interpersonal relations.
Skills in oral and written communication.
Ability to interpret financial data and prepare budgets and financial reports.
Ability to be discreet with personal information that may be needed for some grants such as employee salaries or upcoming projects.
Physical Demands Must be able to operate a variety of machines and equipment including a computer, calculator, telephone, etc.
Must be able to exert up to five pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time but may involve walking or standing for periods of time. Must be able to lift and/or carry weights of five to fifteen pounds.
Work Environment The work is typically performed in an office setting.
Preferred Education And Experience
Bachelor’s degree in accounting.
Five years related experience; of which, one must have been in governmental accounting.
Possession of or ability to readily obtain a valid driver's license issued by the State of South Carolina.
