About the role: The Manager, Budget Appropriations and Operations leads the delivery of high-quality financial outputs and expert budgetary advice within the Finance Branch. This role manages the Health portfolio estimates in SRIMS, oversees the department's global budget distribution, and prepares financial data for the State Budget Papers. It coordinates ministerial supplementation funding requests to the Treasurer and manages appropriation revenue authority, including drawdown and certification. The role drives budget modelling for indexation and savings and provides authoritative advice to internal stakeholders, including Finance executives. Through rigorous data analysis, the Manager identifies budget risks and trends, delivering strategic recommendations to support informed decision-making. The role also leads critical projects to enhance budget accuracy, operational efficiency, and financial outcomes. The Manager oversees compliance with the Financial Management Act 1994 and relevant government financial frameworks and prepares complex ministerial briefs and correspondence to support budget supplementation requests.

About you:

- A tertiary qualification in business, accounting, economics or equivalent.
- Membership of the Institute of Chartered Accountants in Australia,



Australian Society of Certified Practising Accountants or equivalent professional accounting body is desirable.
- Demonstrated understanding and expertise in financial management, reporting and business analysis within the public sector. This would include proficiency and experience using financial management information systems such as Oracle Financials, to investigate, analyse and produce financial reports and experience in using the State Resources Information Management System (SRIMS) including knowledge of the Public Ledger (SRIMS) Chart of Accounts.
- Demonstrated ability to apply understanding of relevant legislation including the Financial Management Act 1994, government financial frameworks, including the Resource Management Framework, accounting standards and familiarity with the Victorian Government budget process.
