In August 2022, we started on a new chapter when the Victorian State Government partnered with Aware Super, Australian Retirement Trust, and Macquarie Asset Management to operate registration and licensing services on its behalf. We work collaboratively with the Victorian State Government to ensure we fulfill regulatory requirements, deliver State projects and safeguard customer data. The Victorian State Government retains sole responsibility for road access, infrastructure and safety.

About the Opportunity





The EPMO team provides support to the entirety of VicRoads’ investment portfolio and helps facilitate the oversight and governance activities required at a portfolio level to achieve its strategic objectives. The team supports the following functions:

- Portfolio Governance and Control
- Portfolio Planning
- Project Financial Management
- Methodology and Tools
- Project Support Services

The EPMO Project Resource Lead will work collaboratively across the organisation to support the resource capacity planning and management for project resources by providing expert advice to ensure resource levels are managed for all projects and programs. This is underpinned by long‑term resource planning, regular deliverability assessments and portfolio prioritisation.

Resource Management

Work collaboratively with people managers to support effective workforce planning, ensuring streamlined processes for resource onboarding and offboarding, while proactively identifying opportunities to retain critical talent and maintain workforce continuity.

Capacity Planning

Collaborate closely with Practice Leads to ensure resource supply is aligned with current and forecast demand, enabling effective workforce planning and allocation. Lead the resource demand forum, facilitating discussions on capacity, capability needs, workforce risks and priorities to support informed resourcing decisions across the organisation.

Timesheet Management

Lead the analysis of resource allocation plans against the internal timesheet system to ensure resources are accurately assigned and capacity is effectively managed. Proactively identify potential capacity constraints, utilisation issues and resource risks, enabling timely interventions to maintain delivery commitments and workforce efficiency.

Collaboration





Act as a trusted advisor to program and project managers on resource capacity, workforce planning and supply and demand management, providing insights to support effective resourcing decisions and delivery outcomes. Work collaboratively with Finance to ensure resource capacity, allocations and workforce plans are aligned with the capital plan, enabling accurate forecasting, budget management and optimal utilisation of resources across the portfolio.

Governance

Lead the analysis of resource capacity data to identify workforce trends, risks, opportunities and potential solutions, enabling proactive management of resource supply and demand across the portfolio. Develop, maintain and socialise regular reporting, including weekly utilisation reports, to provide stakeholders with clear insights into capacity, allocation and workforce performance. Ensure compliance with VicRoads recruitment standards by tracking resource requirements, monitoring recruitment activity and providing accurate reporting on workforce demand, fulfilment and resourcing outcomes.

Security, Access & Compliance

Responsible for ensuring non‑production environments are secure, well‑governed and compliant with organisational standards. It manages user access in line with security and privacy requirements, protects sensitive information such as credentials and certificates, and maintains the controls, records and evidence needed to support audits, compliance obligations and risk management activities.

Tools, Templates & Processes

Proactively identify and implement opportunities to streamline and automate portfolio management processes, improving efficiency, consistency and governance across the portfolio. Contribute to the development, enhancement and adoption of Project Portfolio Management (PPM) tools, templates and practices that support effective planning, delivery and reporting. Drive continuous improvement initiatives across project management frameworks, processes, procedures and reporting, ensuring they remain fit for purpose, aligned to organisational objectives and capable of supporting
