For more than 100 years, Scouting has empowered young people through outdoor adventure, helping them build confidence, resilience and leadership skills. At Scouts NSW, we are shaping the future by providing young people with opportunities to thrive, be heard and reach their full potential.
The State Service Centre is the hub for our professional team, supporting dedicated volunteers across NSW who share a common purpose. Together, we are focused on sustainable growth by enabling more young people to access quality Scouting experiences led by empowered Volunteer Leaders.
Scouts NSW is committed to being a child-safe organisation. All employees are required to uphold our Youth Protection Policy and Procedure, Code of Ethics and Code of Conduct. Employment is subject to appropriate reference and background checks, including a Working with Children Check and National Police Check. We are committed to the safety, wellbeing and empowerment of all children and young people.
About the Role
Scouts NSW is seeking an experienced Policy and Governance Lead to drive the development, review and continuous improvement of policies, procedures and organisational frameworks that support safe, effective and compliant operations across the organisation. This is a 6-month contract opportunity.
Reporting to the Chief Risk & Integrity Officer, you will work across every area of the business to ensure our governance documents are aligned, practical, legally sound and reflective of best practice. From child safety and safeguarding through to risk, compliance, people, operations and volunteering, your work will help strengthen the systems that support more than 17,000 members across New South Wales.
You'll lead the full policy lifecycle — from drafting and consultation through to approval, implementation and cyclical review — while managing our policy register and version control processes. You'll monitor legislative and regulatory change, translate it into practical guidance,
and partner with subject matter experts and leaders across the Employed Team and Uniformed Membership to keep our documentation current, consistent and genuinely useful. You'll also play a key role in maturing our Quality Management System (QMS), migrating governance documentation and supporting teams to use it effectively.
This is an opportunity to influence organisational decision-making, shape governance maturity, and make a meaningful impact within a purpose-driven organisation dedicated to helping young people thrive.
What you'll bring:
- Tertiary qualification in Law, Public Policy, Governance, Business, Risk Management or a related field
- 3–5+ years' experience in policy development, governance, compliance, risk or a related discipline
- Exceptional writing skills, with a proven ability to turn complex legislative and regulatory requirements into clear, practical guidance
- Strong stakeholder engagement skills and the confidence to work across all levels of a volunteer-led organisation
- A current Working with Children Check and National Police Check (or willingness to obtain)
If you're an exceptional writer, highly skilled in legislative interpretation, policy development and stakeholder engagement, we'd love to hear from you.
Why Join Us?
This is an opportunity to shape governance across an organisation with a proud, 100-year history of helping young people build confidence, resilience and leadership through adventure. You'll work alongside a supportive leadership team, with direct exposure to executive decision-making and real ownership over the frameworks that guide our people and volunteers. If you're passionate about explicit, practical governance and want to see your work put into action across the state, we'd love to hear from you.
