About the Team: ASL's System Planning and Financial Markets (SPFM) team is responsible for planning of energy infrastructure and management of the financial risk of any associated derivative portfolios. It does this by supporting ASL’s Board - acting as the NSW Consumer Trustee under the Energy Infrastructure Investment Act 2020 (EII Act) - to publish a two-yearly report on the optimal investment pathway to achieve the renewable generation and storage targets set in the EII Act as well as a 10-year tender program for developers to bid for long-term energy service agreements to support their investment in renewable energy projects. It also supports the Board to authorise network infrastructure projects to uplift network capacity in Renewable Energy Zones (REZ) and to set access fees so generators contribute to the benefit of connecting projects in a REZ.





It also oversees the performance of the Scheme Financial Vehicle established under the EII Act to administer the funds collected from electricity consumers to pay for the energy transition in NSW. The key focus for SPFM in supporting these functions is to maximise the long-term financial interests of NSW electricity consumers. SPFM provides similar, but more limited services to the South Australian Government in overseeing the performance of its equivalent energy infrastructure fund used to support its energy transition under the SA Firm Energy Reliability Mechanism (SA FERM).

In doing this, SPFM has deep expertise in market modelling and derivative valuation as well as policy, analytical and regulatory expertise. The team collaborates extensively with AEMO but also with the Energy Corporation of NSW and the Scheme Financial Vehicle who are its partners in delivering the NSW energy transition as well as the SA FERM Financial Vehicle in South Australia.

About the Role: Reporting to the Head of REZ Functions and SPFM Operations, this critical role is responsible for: Authorisation support the Consumer Trustee’s interface with EnergyCo as it relates to the development and submission of Infrastructure Planner REZ network infrastructure project recommendations and ASL Board’s assessment of these recommendations for authorisation under the Electricity Infrastructure Investment Act 2020 (EII Act)

deliver detailed risk assessment against the long-term financial interests of NSW electricity customers (LTFI) in providing formal and informal advice to EnergyCo in developing its recommendations and authorisation assessment reports for ASL Board’s consideration support the maintenance and implementation of ASL’s Authorisation Management Framework and associated procedures in administering the authorisation function support the development of ASL’s Infrastructure Investment Objectives Report as it relates to streamlining authorisation by identifying network augmentations that are LTFI.





Access fee setting support the Consumer Trustee’s interface with EnergyCo as it relates to the determination of access fees in REZ access schemes that are declared by the NSW Energy Minister deliver detailed assessment that proposed access fees meeting to objectives of the EII Act by providing formal and informal advice to EnergyCo and access fee recommendations for ASL’s Boards consideration support the maintenance and implementation of ASL’s Access Fee Determination Framework and associated procedures in administering the access fee determination function provide advice to other NSW Roadmap partners on the options and approaches for setting access fees as required under the EII Act

Network planning and regulatory reform oversight register of ASL legislative and regulatory reform and manage ASL interface with NSW Government in particular on ASL’s position on legislative and regulatory change that is relevant to its functions (both proactively and reactively)

work with ASL’s roadmap partners on how network planning and regulation can support the energy transition, including to deliver the NSW Development Pathway

SPFM Operations and Governance support the interface across the System Planning and Financial Markets (SPFM) team regarding its internal governance, risk and compliance functions to support delivery of the team’s enterprise functions support regular reporting and advice to ASL’s corporate services team and to the General Manager, SPFM as it relates to SPFM functions Skills and Experiences: About You & the Role Responsibilities: Demonstrated experience in developing governance frameworks and procedures, executive and board briefing to support statutory decision making and research and policy papers and advice relevant to network infrastructure management and the energy transition

Demonstrated experience in managing key stakeholder relationships to support statutory decision making against an agreed process

Demonstrated experience in developing project plans and coordinating inputs to complex modelling and decision-making documentation

Experience preferred in network planning and regulatory strategy in the electricity sector

Understanding of the energy sector and the energy transition in Australia and NSW particularly

Exceptional professionalism, communication and collaboration skills

Excellent ability to exercise judgement, facilitate necessary decision making and manage complex communications including understanding and responding to multiple conflicting viewpoints.
