Program Office Manager

Reporting to: Head of Technology

Purpose

Lead the delivery of business and technology initiatives across the organisation, ensuring structured, predictable and outcome-driven execution. This role establishes and governs the portfolio delivery framework, enabling prioritisation, alignment and successful implementation of initiatives that drive business value and customer outcomes.

The role is accountable for portfolio governance, delivery discipline and business engagement, supported by a team of Project Delivery Specialists to coordinate execution and ensure consistent delivery practices across Technology and the business.

Stakeholders

Internal: C‑Suite, Department Heads & Managers, Board of Directors and the wider VRC team.

External: VRC Members, Customers & Clients, Suppliers & Vendors, and Industry Networks & Associations.

Focus

- Partner with executive stakeholders to evaluate, prioritise and sequence initiatives across the portfolio, ensuring investment decisions align to strategic objectives, delivery capacity and measurable business value.
- Oversee the delivery of projects and initiatives across the portfolio, maintaining visibility of schedules, scope, risks, dependencies and deliverables to achieve predictable, high‑quality outcomes.
- Facilitate governance forums, steering committees and executive reporting, providing clear visibility of progress, risks, dependencies and decisions to support informed prioritisation and timely escalation.
- Lead coordination of major releases and go‑lives, ensuring business readiness,



effective communication and smooth transition into operations, while driving ongoing improvements in delivery processes, tools and ways of working.
- Work closely with stakeholders and delivery teams to shape, prioritise and maintain initiatives, features, requirements and acceptance criteria that align to business goals, customer needs and desired outcomes.
- Lead and develop a small team of Project Delivery Specialists, building delivery capability, consistency and accountability through clear direction, coaching and support.

- Clear portfolio prioritisation and sequencing that aligns initiatives to strategy, capacity and business value
- Predictable, on‑time delivery of key initiatives with effective management of scope, risks and dependencies
- High‑quality governance, reporting and decision support that provides explicit visibility and enables timely escalation
- Successful go‑lives and transition into operations with strong business readiness and minimal disruption
- Strong stakeholder engagement and well‑prioritised requirements that support business outcomes and customer needs
- Improved delivery capability, consistency and accountability across the team through effective leadership and coaching
