About the role

Walgett Shire Council is seeking an experienced, practical and capable civil construction manager to oversee delivery of the Council’s substantial road construction and maintenance program across one of the largest local government areas in New South Wales.

This senior operational leadership role coordinates road crews, plant, contractors, materials and work schedules across a large and geographically diverse road network.

Reporting to the Executive Manager Roads, and supported by three operational supervisors, you will lead delivery of more than $12 million in capital roadworks alongside substantial maintenance and operational programs.

You will work closely with supervisors, consultants, contractors and field crews to translate the adopted works program into practical outcomes on the ground, combining operational planning, project oversight and a solid field presence.

Key responsibilities

- Manage road construction, rehabilitation, resealing, gravel resheeting and maintenance across multiple work fronts
- Lead, support and develop supervisors, operators and field crews
- Allocate labour, plant, contractors and materials across competing priorities
- Prepare and monitor practical works schedules
- Monitor safety, productivity, quality, expenditure and project progress
- Ensure works are planned and resourced before crews/equipment arrive on site
- Champion continuous improvement and implement practical solutions
- Ensure efficient, appropriate use of plant and equipment
- Collaborate with engineering, fleet, procurement and finance teams




- Maintain constructive relationships with contractors, agencies, landholders and the community
- Provide clear operational information to the Executive Manager Roads and senior leadership

About you

You are a practical, confident civil construction professional who understands how road construction and maintenance are delivered in the field. You keep projects progressing, support frontline teams, balance safety, quality, resources and deadlines, make decisions, address problems early and take responsibility for outcomes.

You will ideally bring:

- Substantial experience in roads, civil construction, infrastructure maintenance or a comparable operational environment
- Demonstrated experience managing supervisors, crews, contractors and heavy plant
- Ability to plan and manage multiple projects/work fronts concurrently
- Strong practical judgment and problem-solving skills
- Sound knowledge of work health and safety requirements
- Ability to monitor work quality, productivity, expenditure and performance
- Strong leadership, communication and relationship management skills
- Ability to set clear expectations and hold people accountable
- Willingness to spend time in the field with operational teams
- Current construction industry White Card

Relevant qualifications in civil construction, engineering, project management or a related discipline are highly regarded. Practical experience and demonstrated operational leadership are strongly valued.

Local government experience is well regarded but not essential. Applications are encouraged from candidates with relevant experience in civil construction, roadworks,



earthworks, mining, agriculture, transport or other environments involving people, plant and complex works programs.

- Base salary up to $119,282 p.a. (DOE)
- Optional 10% allowance for a standard 38.5 hr week (total cash up to approx. $131,210 p.a.)
- Superannuation at 12% in addition to cash remuneration
- Potential additional market premium for exceptional technical capability and relevant experience
- Heavily subsidised Council housing or housing allowance of $11,440 p.a.
- Fully maintained Council vehicle with generous private use (personal travel up to 1,000 km from the Shire) or a car allowance of $6,864 p.a.

- Five weeks annual leave plus one week wellbeing/wellness leave
- Long service leave available after five years
