Capex Program Manager – CSL Behring, Broadmeadows

CSL Behring Australia is expanding its manufacturing capacity across a range of projects. The Capex Program Manager will be accountable for the end‑to‑end delivery and governance of high‑value capital projects (approximately $50–70million) across a portfolio of facilities.

Responsibilities

- Manage a third‑party provider and internal multidisciplinary teams, overseeing projects that expand facility capacity and capability through the full project lifecycle – from scoping and design through procurement, construction, commissioning, qualification, validation and hand‑over.
- Be part of the Project Delivery leadership team, providing subject‑matter expertise and governance to deliver cGMP‑compliant projects suitable for TGA/USFDA approval.
- Successfully execute a program of capital works, leading a multi‑disciplinary team of internal and external resources.
- Be responsible for a consolidated program budget, investment decisions and resource management.




- Provide technical leadership and a high level of quality execution by reviewing and approving critical technical documentation and ensuring appropriate commissioning, qualification and validation activities.
- Ensure all initiatives are aligned with strategic priorities and delivered with safety embedded in processes.

Qualifications

- Demonstrated experience leading complex capex programs or portfolios of projects in a GMP‑regulated environment.
- Understanding of cGMPs, validation, CMC and regulatory submission requirements for facilities and manufacturing systems.
- Solid knowledge of project and program management practices across the full lifecycle.
- Ability to integrate planning and delivery across a multi‑disciplinary team of internal and external resources.
- Expertise in financial management with major capital investment portfolios.
- Bachelor’s degree in Engineering, Science or a related discipline.
