Role Description
This role provides complex commercial advice, contract management and procurement outcomes for the ANI Capability Partner.
The position works within an integrated workforce and multi-disciplinary team.
This position assures value for money commercial outcomes and compliance with Commonwealth legislative policy requirements.
This position will evolve rapidly requiring development and review of complex commercial documents.
e.g. contract and approval artefacts, and detailed, persuasive briefs, based on direct experience with high value Govt acquisitions.
Primary Responsibilities
Commercial support and advice
Active participation in multi-disciplinary meetings
Development, review and evaluation of contract and Defence approval documents, including Contract Data Requirements List (CDRL) Data Items, plans and contractor proposals and assistance with the administration of related systems as required;
Drafting, review and progression of correspondence, communications, briefs and reports as directed,
including drafting and review of a range of documents for higher delegate and committee consideration;
Development, evaluation and implementation of Contract and Contract Change Proposals (CCP) in consultation with relevant stakeholders;
Monitor contractor compliance with contractual, legislative, policy and regulatory frameworks and ensure Commonwealth contact obligations are understood and adhered to;
Identification of commercial and enterprise risks and issues, including development of associated risk mitigation strategies;
Commercial aspects of procurement planning and approvals
Deliverables / Outputs
Commercial Services and support
Procurement and Approval documentation, briefs, presentations and negotiations.
Contract management and Commercial Advice to ensure compliance with Legislative and Contractual obligations.
Reporting Requirements
Contribute to routine and ad hoc reporting
Qualifications
Bachelor of Business or Law or other relevant tertiary qualifications; and/or
Vocational qualifications (e.g. Cert IV or Diploma level) in a Contracting, Procurement, Business or other Commercial field
Essential Criteria
Eligibility for NV1 security clearance
Eligibility for access to US export controlled data (ITAR)
8 plus years experience in managing Govt contractual relationships – including prime, 2nd and 3rd tier contractors.
Demonstrated attention to detail, and ability to apply sound organisational skills to meet tight deadlines and manage competing priorities.
Demonstrated ability to work collaboratively with clients and other contractors in a tightly integrated team
Strong communications and stakeholder engagement capabilities
Ability to work independently in a energetic, high pressure environment and delivery outstanding outcomes.
Desirable Criteria
NV1 Security Clearance
Experience in the development, procurement and management of complex Defence Contracts either above or below the client line
Knowledge of the ASDEFCON contract templates
Experience in developing, reviewing, and negotiating major contracts in a Govt/Defence environment.
