Ngarlawangga Aboriginal Corporation (NAC) is the Registered Native Title Body Corporate (RNTBC) for the Ngarlawangga People in Western Australia.
Dedicated to caring for country, empowering our people, and building a strong, sustainable future, the corporation plays a pivotal role in managing native title interests, and supporting community development and economic independence for Ngarlawangga People.
We are seeking an experienced Heritage and Environment Manager to work with us through an exciting period of growth.
This position is based in Perth with frequent travel to the Pilbara region of Western Australia.
In this position you will play a vital role in shaping the corporation's approach to cultural heritage and environmental management, working closely with Elders, Traditional Owners, community members, industry and government stakeholders.
This is a unique opportunity to directly influence the protection of ancient cultural landscapes and ensure the voice and knowledge of Traditional Owners are central to all decisions.
You will lead a growing heritage and environment function that protects Ngarlawangga cultural values, strengthens Traditional Owner participation, and supports informed decision making in all heritage and environment matters across partnerships, projects and operations.
Key responsibilities
Relationships and Stakeholder Engagement
Build respectful and positive relationships with Traditional Owners, NAC staff, and all stakeholders, and proactively support cultural heritage and environment management consultation processes, ensuring Traditional Owners' safety, knowledge and voice is central to achieving the objectives of consultation.
Manage internal and external stakeholder engagement and participation in planning, negotiation and logistics for heritage and environment activities, ensuring compliance with regulatory and agreement management requirements.
Planning, Consultation and Collaboration
Develop cultural heritage and environment management plans in line with NAC strategic and operational plans and budgets.
Prepare budgets, written briefs, proposals, reports, presentations and recommendations for internal and external stakeholders.
Lead, mentor and coordinate the activities of the cultural heritage and environment team, and develop staff and team skills, capability and capacity through individual training plans.
Work collaboratively across NAC, partner and stakeholder teams to coordinate the referral, connection and engagement of Traditional Owners in cultural heritage and environment activities.
Project Management
Lead projects which proactively identify, research,



manage and contribute to preserving and conserving cultural heritage and environment for Ngarlawangga People.
Collaborate with Traditional Owners, NAC and stakeholder teams to contribute cultural heritage and environment knowledge, skills and expertise.
Operations
Oversee the heritage and environment team's planning, reporting, administration and logistics, to ensure consistency with internal systems and processes, regulatory and agreement management requirements, and alignment with other programs.
Establish, implement and manage best practice processes for all heritage and environment activities, ensuring compliance, efficiency, effective communications, reporting and records management.
Develop, implement and oversee cultural heritage and environment risk and incident management processes, systems and reporting, including escalating and reporting where required.
Implement effective feedback and continuous improvement processes for all cultural heritage and environment activities.
Information Management
Develop and manage NAC heritage and environment information management system and records management practices.
Establish and maintain a robust Geographic Information Systems (GIS) database and corresponding templates.
Build physical collections and digital archives of Ngarlawangga cultural materials in consultation with Traditional Owners, ensuring alignment with agreed protocols as to scope, documentation, storage, access and communication.
Compliance
Ensure stringent compliance with the Aboriginal Heritage Act **** (WA) and other applicable legislation, meticulously evaluating all cultural heritage and environment activities.
Ensure stringent compliance with the Environment Protection and Biodiversity Conservation Act **** (EPBCA).
Hold thorough knowledge of relevant cultural heritage and environment management legislation, statutory and regulatory requirements, including changes to legislation, and undertake regular reviews of compliance and practice.
About you
You will bring substantial experience in Aboriginal cultural heritage and environmental management, with a proven track record of establishing and managing processes, ideally within a Native Title or Aboriginal organisation context or consultancy.
You are proactive, resilient,



culturally inclusive and have exceptional interpersonal and organisational skills.
You will also bring qualifications, skills and experience in the following areas.
Tertiary qualifications in archaeology, anthropology, cultural heritage management, land management or equivalent, or similar qualification or experience.
Strong understanding of Indigenous culture and proven ability to work positively and in partnership with Traditional Owners, including demonstrated cultural competence and ability to plan and coordinate consultation, engagement, training and employment opportunities to ensure safety and effective contributions.
Experience developing and implementing cultural heritage and environment management frameworks, work plans and processes, including demonstrated ability to provide advice and make informed recommendations.
Excellent engagement and relationship building skills and experience.
Strong negotiation and liaison skills working with a range of stakeholders including proponents, government agencies and professional consultants.
Experience working collaboratively to achieve strategic goals across teams and with stakeholder groups representing diverse interests.
Excellent interpersonal skills with the ability to lead a team.
Thorough knowledge of the Aboriginal Heritage Act **** (WA), particularly in relation to heritage compliance.
Thorough knowledge of the Environment Protection and Biodiversity Conservation Act **** (EPBCA).
Knowledge of and demonstrated ability to manage and comply with a range of legislation and regulatory requirements, and experience delivering outcomes within this framework.
Strong administrative systems, spatial software, computer and written communication skills.
Financial acumen and project management experience, including the ability to develop budgets and manage resources and activities to achieve agreed outcomes within set timeframes.
Experience in risk and incident management.
Ability to travel to support heritage and environment activities.
Current National Police Check (or ability to obtain).
Valid Open WA C Class Driver's Licence.
Ability to operate 4WD vehicles or willingness to learn.
