About the role:

The Senior Financial Analyst provides strategic financial analysis, advice and leadership to support eHealth's budget development, forecasting and financial management activities, including for the shared services agreement between the Department and the Department of Families, Fairness and Housing.

The role leads complex budget submissions, financial reporting and monitoring processes, ensuring alignment with departmental and whole of government frameworks. The position delivers authoritative advice by analysing complex financial information, identifying risks and opportunities, and informing executive decision making and resource allocation. The Senior Financial Analyst provides expert guidance to program areas, builds financial capability, and promotes compliance and best practice. The role maintains strong relationships with senior stakeholders and represents the division in engagement with central agencies as required.

About you:

- Contributes to strategic financial planning and budget strategy, with advice influencing executive decision‑making and resource allocation across the division.
- Builds and maintains effective relationships with senior internal and external stakeholders,



negotiating and influencing outcomes to support timely and informed financial decision‑making.
- Acts as a senior financial specialist, undertaking complex financial analysis and reporting, forecasting and providing expert advice on budget management and financial risks.
- Draft and develop material including the preparation of Cabinet and Cabinet related material, Ministerial and Secretary briefings and meeting papers, agendas, minutes and reports.

Qualification/Specialist Expertise

A tertiary qualification in finance, accounting, economics, commerce, business or a related discipline is highly desirable. * A professional accounting qualification (e.g. CA, CPA) or progress toward one is advantageous

- Mandatory

Demonstrated experience in budget development, forecasting, financial reporting and monitoring within a complex public sector or large organisational environment is essential.

Strong understanding of financial governance, compliance and risk management, including the application of departmental and whole‑of‑government financial frameworks is essential.

Desirable

Experience with Power BI and Data Queries highly desirable.

Experience in process improvement highly desirable.

Experience working within the Victorian Public Service, health sector, or a similarly complex government environment , and knowledge of central agency budget processes and engagement requirements are desirable.
