About Queensland Indigenous Family Violence Legal Service

Queensland Indigenous Family Violence Legal Service (QIFVLS) is an Aboriginal and Torres Strait Islander controlled, not-for-profit community legal practice that has been standing with Aboriginal and Torres Strait Islander peoples for more than 15 years.

Established in 2009, with offices in eight regions across Queensland.

- Legal advice, casework and representation in domestic and family violence, family law, child protection, victims’ assistance, and related areas.
- Court and tribunal advocacy.
- Wellbeing and case management support, helping clients access housing, safety planning, income support and community services.
- Community legal education and prevention initiatives, working with schools, health services and local organisations to build safer futures.

To further strengthen our support services and respond to growing community needs, we are expanding with our dedicated Case Management Officers and Outreach Engagement Teams across Queensland. Enhancing our ability to provide holistic, wrap‑around, culturally safe support by reaching more clients in regional and remote areas—ensuring no one is left behind.

About the Role

The Business Development Manager (BDM) plays a key role in driving organisational growth, sustainability, and innovation.

This position is responsible for identifying and pursuing new business opportunities and fostering partnerships, while overseeing the management of the organisation’s vehicles, property, IT assets, and travel, ensuring resources are used efficiently, cost‑effectively, and strategically to support business operations.

The Business Development Manager will apply a strategic and culturally informed lens to business development,



aligning all initiatives with QIFVLS’s vision of empowering First Nations peoples through strong partnerships, sustainable programs, and community‑led outcomes.

Identify and develop new business, funding, and partnership opportunities aligned with QIFVLS’s Strategic Plan.

Conduct market research and data analysis to assess emerging trends and potential for expansion.

Lead the exploration of philanthropic, government, and corporate funding streams to diversify revenue.

Map and deliver opportunities across key business areas including property, training, and community partnerships.

Oversee management of QIFVLS property portfolio, ensuring strategic use, compliance, and value for money.

Supervise the Admin Travel Support Officer in managing organisational travel, including planning, approvals, and cost efficiency.

Lead planning and execution of the organisation’s annual all‑staff event.

Ensure organisational resources, including vehicles and IT assets, are used efficiently, effectively, and in alignment with operational priorities.

Ensure business cards and promotional materials are procured annually and maintained at appropriate inventory levels.

Maintain the corporate style guide and ensure proper document version control for QIFVLS handbooks.

Ensure all Cairns Head Office archiving is completed in accordance with relevant archiving legislation requirements.

About you

Tertiary qualifications in Finance, Business, or a related discipline.

Minimum of three years’ experience in business development, operational management, or a related field

Cultural awareness and sensitivity, with an understanding of the issues faced by Aboriginal and Torres Strait Islander peoples, particularly within remote communities.

Demonstrated experience in the not‑for‑profit and/or government sectors, including successfully securing and managing funding, grants, or partnership agreements.

Proven ability to develop, implement, and evaluate business growth strategies that align with organisational objectives.

Exceptional communication, negotiation, and interpersonal skills, with the ability to build and maintain strong relationships with diverse stakeholders.
