Study Manager – Major Infrastructure Planning

Are you an experienced Study Manager who enjoys shaping major infrastructure projects before they move into delivery?
Our client is seeking a strategic and commercially minded professional to join their team in Fremantle. This is an initial 3-month contract with a genuine opportunity to transition into a permanent position for the right candidate.
This is an exciting opportunity to play a key role in developing business cases, leading complex studies and supporting major investment decisions for significant infrastructure projects.
About the Role
As Study Manager, you will lead multidisciplinary studies from concept through to completion, bringing together technical, commercial, planning, environmental and stakeholder inputs to develop robust recommendations that support future infrastructure investment.
This role is focused on front-end project development rather than engineering design or project delivery. You'll work closely with executives, government and industry stakeholders to deliver high-quality business cases and strategic planning outcomes.
Key Responsibilities
- Lead the full lifecycle of complex infrastructure studies from initiation through to completion.
- Develop study scopes, schedules, budgets, resource plans and technical specifications.
- Manage multidisciplinary teams across engineering, planning, commercial, environmental and stakeholder disciplines.
- Lead investment logic mapping, options analysis and business case development.
- Coordinate market engagement activities, including Expressions of Interest (EOI) and procurement pathways.
- Deliver strategic infrastructure planning, demand forecasting and scenario modelling.
- Identify project risks, opportunities and value optimisation initiatives.
- Prepare reports and recommendations for senior executives and key decision-makers.
- Build strong relationships with internal stakeholders, government agencies, consultants and industry partners.
- Translate complex technical information into clear, practical recommendations that support investment decisions.
About You
To be successful in this role, you will bring:
- Demonstrated experience leading business case development for major infrastructure or capital projects.
- Proven experience managing market engagement activities, including EOIs or similar procurement processes.
- Robust background in strategic infrastructure planning, feasibility studies or Front-End Engineering Development (FEED).
- Experience coordinating multidisciplinary teams across technical, commercial and planning disciplines.
- Exceptional stakeholder engagement skills with experience working alongside executives, government and industry.
- Excellent commercial, analytical and strategic thinking skills.
- Tertiary qualifications in Engineering, Project Management, Planning, Commerce, Economics or a related discipline.
- Postgraduate qualifications such as an MBA, Systems Engineering or Infrastructure Planning will be highly regarded.
