Reporting to the Chief Executive Officer, the Land and Sea Manager is a key leadership position responsible for providing operational oversight and effective management of all land and sea-based programs, projects and activities undertaken by Darumbal People Aboriginal Corporation RNTBC. The role is accountable for ensuring services are delivered safely, efficiently and sustainably while upholding the highest standards of governance, environmental stewardship and cultural integrity.

The Land and Sea Manager is responsible for the leadership and development of the Land and Sea team, the successful delivery of organisational objectives, and the effective management of funding agreements, grants and contractual obligations. This includes ensuring all grant milestones, acquittals, financial reporting and program reporting requirements are completed accurately, on time and in accordance with funding body requirements, while identifying opportunities to secure future funding that supports the Corporation's strategic priorities.

This position is firmly grounded in the recognition, protection and integration of Darumbal culture, values, lore and knowledge systems. Working in close partnership with Traditional Owners, Elders, Directors, members, government agencies, funding bodies, industry partners and the broader community, the Land and Sea Manager will ensure that all land and sea management activities are culturally informed, environmentally sustainable and aligned with the aspirations of the Darumbal People.

The Land and Sea Manager will provide strong operational and people leadership, fostering a high-performing and culturally safe team while promoting collaboration, innovation and continuous improvement. The role requires a demonstrated commitment to reconciliation, community engagement, cultural capability and the protection of Darumbal Country, ensuring the respectful preservation, management and sharing of Darumbal cultural heritage for current and future generations.

KEY RESPONSIBILITIES

- Provide strategic and operational leadership for all Land and Sea programs, ensuring alignment with the Corporation's Strategic Plan, operational priorities, cultural values and governance framework.
- Lead, mentor, coach and develop the Land and Sea team to foster a high-performing, culturally safe and accountable workplace.
- Manage employee performance, workforce planning, recruitment, induction, professional development and succession planning.
- Promote a positive workplace culture built on collaboration, accountability, continuous improvement and cultural respect.
- Oversee the planning, coordination and delivery of all land and sea management activities across Darumbal Country.
- Develop annual operational plans, work programs and project schedules to ensure the effective delivery of funded activities and organisational priorities.
- Coordinate the allocation of staff, contractors,



equipment and resources to maximise operational efficiency.
- Ensure all vehicles, plant, equipment, vessels and associated assets are maintained, compliant and fit for operational use.
- Monitor operational performance and implement improvements to enhance service delivery and organisational outcomes.
- Manage the delivery of grant-funded programs in accordance with funding agreements, contractual obligations and organisational priorities.
- Ensure all grant milestones, acquittals, financial reports, performance reports and compliance requirements are completed accurately and submitted within required timeframes.
- Monitor project budgets and expenditure in collaboration with the Finance team to ensure responsible financial management.
- Actively identify, develop and pursue funding opportunities including grant writing and submission that support the long‑term sustainability and growth of the Land and Sea Program.
- Build and maintain productive relationships with funding agencies and government departments.
- Ensure all land and sea management activities are undertaken in accordance with Darumbal cultural protocols, values and Traditional Owner aspirations.
- Work collaboratively with Traditional Owners, Elders and community members to support the protection, management and promotion of Darumbal Country and cultural heritage.
- Promote cultural awareness, knowledge sharing and respect throughout the organisation and with external stakeholders.
- Support opportunities for cultural education, on‑Country learning and the preservation of Darumbal cultural knowledge.
- Ensure all operations comply with relevant legislation, environmental regulations, funding agreements, organisational policies and cultural obligations.
- Lead the implementation of Workplace Health and Safety (WHS) systems across the Land and Sea Program.
- Monitor operational risks and implement mitigation strategies to protect staff, community members, assets and the workplace.
- Maintain accurate operational records, asset registers, safety documentation, incident reports and compliance records.
- Support organisational audit, reporting and continuous improvement activities.
- Develop and maintain positive working relationships with government agencies, Traditional Owners, funding bodies, industry partners, community organisations and other key stakeholders.
- Represent DPAC RNTBC at meetings, forums, conferences and community engagement activities.
- Promote collaborative partnerships that strengthen environmental management,



cultural outcomes and economic development opportunities for the Darumbal People.
- Prepare high‑quality reports, briefings and recommendations for the Chief Executive Officer and Board of Directors.
- Provide regular updates on program performance, operational risks, project delivery, staffing and budget performance.
- Contribute to strategic planning, business development and organisational decision‑making.
- Maintain effective communication with Senior Management, the Board and key stakeholders regarding operational activities and strategic initiatives.
- Manage operational budgets and resources responsibly and within approved delegations.
- Oversee procurement activities in accordance with the Corporation's Procurement Policy and Delegations Framework.

ESSENTIAL SKILLS AND EXPERIENCE

Minimum of at least 1-2 years’ experience working in Land and/or Sea Operations with and/or for an Aboriginal Managed Organisation.

Tertiary qualification in Environment Management, Conservation and Land Management, Natural Resource Management or relevant field; or equivalent demonstrated experience in a similar role.

Demonstrated ability to embed Traditional Owner knowledge and values into contemporary land and sea management practices.

Current Driver’s Licence.
