Behind every road maintained, park cared for and community service delivered is a fleet of vehicles, plant and equipment that our people rely on every day.
As one of Western Australia's fastest-growing local governments, the City of Armadale is strengthening how it plans, manages and invests in its fleet. We are seeking an experienced Fleet Lead who can bring together people, operations and strategy to build a trusted, high-performing fleet function.
This is not simply a workshop management role. It is a visible leadership opportunity requiring someone who can build relationships, provide clarity and direction, develop the team and strengthen the profile of fleet management across the organisation.
You will also lead one of the City’s most significant transformation initiatives: the transition to a more sustainable, lower-emission fleet.
About the role
Reporting to the Head of Service Delivery, the Fleet Lead will provide strategic and operational leadership across fleet planning, procurement, maintenance, compliance, supplier performance and fleet transition.
This is a newly created position within the City’s redesigned Technical Services operating model, giving you the opportunity to shape how the function operates and is understood across the organisation.
You will lead a team comprising the Supervisor Mechanical Workshop, Fleet Management Officer and Business Support Officer – Fleet, while providing leadership across the City’s mechanical workshop function.
A key priority will be bringing the different parts of the function together around a shared purpose, clear expectations and consistent ways of working. You will build capability, strengthen communication and create a service-focused culture that operational teams trust and value.
At the same time, you will establish the strategic direction for the City’s $20 million fleet, ensuring investment decisions are informed by reliable data, whole-of-life costs, operational requirements and emerging technology.
What success will look like
You will:
- Bring the Fleet team together with clear roles, priorities,
expectations and accountability
- Build a positive, collaborative and service-oriented team culture
- Develop the capability and confidence of team members through coaching, feedback and support
- Strengthen the profile of the fleet function and build trusted relationships across the organisation
- Establish a clear fleet strategy, governance framework and long-term replacement program
- Lead implementation of the City’s Fleet Transition Strategy, including lower-emission vehicles, charging infrastructure and emerging technologies
- Improve the use of utilisation, condition, cost and performance data to support fleet decisions
- Oversee fleet procurement, maintenance, compliance, contracts and supplier performance
- Ensure the City’s light and heavy fleet remains safe, reliable, compliant and fit for purpose
- Partner with operational leaders to understand their needs and deliver practical fleet solutions.
About you
You are a credible and engaging leader who understands that sustainable performance starts with people.
You create clarity, build trust and bring people with you through change. You are comfortable having constructive conversations, setting expectations and addressing issues, while remaining approachable, fair and focused on developing others.
You can move confidently between the workshop, operational teams and senior leaders. You listen to understand, communicate complex matters clearly and build productive relationships with people who may have different priorities or perspectives.
Alongside your people leadership capability, you bring strong fleet or asset management experience and the strategic thinking required to establish the future direction of the function.
You will bring:
- Demonstrated experience leading,
developing and bringing together operational or technical teams
- The ability to build a positive team culture, establish accountability and improve service performance
- Strong interpersonal skills and the credibility to influence operational teams, corporate stakeholders and senior leaders
- Significant fleet or asset management experience within a complex operational environment
- Experience developing fleet strategies, replacement programs and whole-of-life asset plans
- Robust knowledge of fleet procurement, maintenance, contract management and supplier performance
- Financial and analytical capability, including budgeting, forecasting, lifecycle costing and utilisation analysis
- Qualifications in Mechanical Engineering, Asset Management, Business Administration or a related discipline, or equivalent senior industry experience
- An understanding of emerging fleet technologies, electric vehicles, charging infrastructure and fleet decarbonisation.
Experience within local government, the public sector or another complex asset-intensive organisation will be highly regarded.
