About the Role

The Community Participation Manager provides strategic and operational leadership across Multicap Tasmania's Community Access and Capacity Building Services.

Reporting to the Executive Manager Operations, you will lead service performance, workforce capability, participant outcomes,



financial sustainability and continuous improvement across multiple service locations. You will play a key role in shaping contemporary service models, driving innovation and ensuring services remain responsive to participant needs, NDIS requirements and emerging opportunities.

A key focus of the role is ensuring supports are intentionally designed, delivered and evaluated to achieve measurable participant outcomes and meaningful progress towards individual goals. The role extends beyond traditional Community Access services and includes leadership of broader Capacity Building initiatives that strengthen independence, employability, inclusion and community connection.

This is a highly visible leadership role requiring strong people leadership, stakeholder engagement and the ability to translate strategy into practical outcomes for participants, employees and the organisation.

Key Responsibilities

You will:

- Leading Community Access and Capacity Building Services across multiple locations.
- Driving service innovation, transformation and continuous improvement initiatives.
- Supporting the growth and development of community-based services that promote inclusion, independence, participation and achievement of participant goals.
- Developing contemporary service models that enhance participant outcomes and respond to changing community and market needs.
- Building the capability, performance and accountability of Team Leaders and employees.
- Monitoring service performance, participant outcomes and service quality.
- Managing budgets, utilisation, workforce effectiveness and financial sustainability.
- Ensuring compliance with NDIS Practice Standards, safeguarding requirements and organisational policies.
- Managing service delivery risks, incidents, complaints and continuous improvement activities.
- Building strong relationships with participants, families, advocates, community organisations and key stakeholders.




- Providing visible leadership across service locations and contributing to organisational improvement and change initiatives.

About You

You are an experienced and values-driven leader with the ability to balance participant outcomes, workforce performance, service quality and financial sustainability. You are comfortable leading change, building high-performing teams and driving continuous improvement across complex service environments.

You will bring:

- Leadership experience within disability, community or human services.
- A strong understanding of person-centred, capacity-building and outcome-focused service delivery.
- Experience leading multi-site or geographically dispersed teams.
- Strong people leadership, coaching and performance management skills.
- Experience managing compliance, safeguarding and operational risk.
- Sound financial and operational management capability.
- Highly effective communication and stakeholder engagement skills.
- The ability to lead change, drive improvement and achieve outcomes through others.
- A commitment to improving outcomes for people with disability.
- Relevant tertiary qualifications in Disability, Community Services, Human Services, Employment Services, Leadership, Management, Business or a related discipline.
- Experience leading Capacity Building, Employment Services, SLES or Social Enterprise initiatives.
- Experience developing innovative community partnerships that support employment, participation, capacity building and inclusion outcomes.
- Current First Aid and CPR certification.

Requirements

Successful applicants will be required to:

- Hold or obtain a Registration to Work with Vulnerable People (NDIS Endorsed).
- Complete a satisfactory National Coordinated Criminal History Check.
- Hold or obtain the NDIS Worker Orientation Module: Quality, Safety and You.
- Hold a current driver licence and be able to travel across sites as required.
- Have current and unrestricted working rights in Australia.
