DHA was established in 1988 following passage of the Defence Housing Australia Act 1987 (DHA Act) to provide adequate and suitable housing for, and housing related services to, members of the Australian Defence Force (ADF) and their families. We remain committed to our purpose of providing housing, and housing related services, to ADF members and their families to support Defence’s operational needs.
DHA manages an expanding portfolio of housing solutions and provides housing for over 17,200 ADF members and their families and administers rent allowance for more than 16,000 ADF members and their families in private rental accommodation. DHA provides housing related services advising on eligibility, providing posting support, and managing bookings and allocation services for all DHA provisioned housing and on-base accommodation to approximately 60,000 ADF members.

About your team
The Finance and Corporate Support (FCS) Branch as part of the Enabling Services Group is responsible for ensuring the financial sustainability of DHA, by supporting effective decision making, resource allocation and policy compliance for both internal and external stakeholders.
They provide enterprise financial stewardship, commercial management and assurance to support DHA’s sustainability, value for money and compliance with government and Defence requirements.

About the role
An exciting opportunity is available within Finance and Corporate Support for an experienced and qualified Senior Procurement and Contract Management Officer.
In this role, you will be responsible for:
- The provision of timely and accurate advice on minor and simple procurement and contract matters.
- Leading complex procurement matters in collaboration with subject matter experts.
- Drafting and/or reviewing complex and strategic procurement documentation including procurement plans, request for tenders, evaluation plans, risk assessments, negotiation strategies and contractual documents.
- Supporting and contributing to the achievement of business and process improvement projects.
- Support for other related tasks, including but not limited to, reporting, administration (i.e. group mailbox management, tender publication, helpdesk/phone line attendance etc) and training to achieve the objectives of the Procurement Team.
You will be able to interpret and apply policies and processes and take a adaptable approach to provide practical solutions to the business and be a team player who actively shares ideas and supports others for the success of the team. You will also have excellent interpersonal and communications skills along with practical experience dealing with complex procurement and contract management work.
To be successful in this role you will have practical experience in complex and strategic procurement initiatives and contract management within the public and/or private sector and understanding of the Commonwealth Procurement and Contract Management Framework (or industry similar).
The DHA Procurement Team is responsible for supporting DHA in achieving its objectives through sound procurement advice and support via a tailored DHA Procurement and Contract Framework delivered through a hybrid procurement model.
As a Senior Procurement and Contract Officer you will be operating in a business partner capacity responsible for contributing towards the delivery of a high performing procurement and contract management function. This is an exciting and challenging opportunity for a procurement professional looking to contribute to DHAs continued capability uplift and be part of leading the organisation in better practice procurement.
Eligibility
Employment with DHA is conditional on successful applicants demonstrating that they are an Australian citizen, meeting the required medical standards, and obtaining and maintaining a security clearance at the required level.
