The Independent Health and Aged Care Pricing Authority’s (IHACPA) vision to design pricing systems that promote safe, efficient health and aged care for all Australians. This is implemented through activity based funding (ABF) which provides incentives for efficiency and increases transparency in the delivery and funding of public hospital services across Australia.

In response to the Royal Commission into Aged Care Quality and Safety, the Commonwealth Government announced that IHACPA’s functions is expanded to include providing advice to the Commonwealth Minister for Health and Aged Care on aged care pricing matters.

IHACPA is seeking an enthusiastic candidate to fill the vacancy of Data Analyst. This position implements and provides input into the oversight of the end-to-end data acquisition cycle, from specification to provision of high quality data sets for users within IHACPA.

Key responsibilities:

- Working closely with various stakeholders to implement current data warehouse and process for managing the IHACPA aged care activity and cost data.
- Providing technical support to data collection covering data acquisitions, analysis, monitoring, validating, information security, and reporting for internal and external stakeholders.
- Maintaining technical material such as tools in Statistical Analysis System (SAS) and Sequential Query Language (SQL) to transform and consolidate data as required.
- Working with internal and external stakeholders to fill IHACPA reporting requirements in new Secure Data Management System build.
- Making inputs to IHACPA strategies, policies, priorities and work practices for various data management systems.

- Manage programs effectively, work to tight deadlines and respond quickly to changing priorities with sound judgement, consultation and persistence.
- Support the section’s operations, including development, continuous improvement, change control and stakeholder engagement across the program of work.
- Deliver the section’s objectives by achieving outcomes, contributing to operational capability and responsiveness, and supporting change in uncertain environments.
- Understand client requirements, collect data, deliver analysis and resolve problems. Identify, evaluate and recommend options, and implement solutions where required.
- Build productive working relationships with internal and external stakeholders, including IHACPA staff and management, and working groups.
- Apply IHACPA’s governance framework and help ensure internal controls are managed effectively, including risk management, delegations, compliance, finance, human resources, workplace health and safety, and ICT.

Desirable qualifications and experience:

- A tertiary qualification in data development/submission management or a related field, and/or working knowledge of these areas.
- Knowledge or previous experience using SAS, SQL or Python.

- To be eligible for employment with the Department of Health, Disability and Ageing, applicants must be an Australian citizen at the time an offer of employment is made.

- Satisfactory completion of a criminal history check, and where relevant, a Working with Children and Vulnerable People Check,
- Completion of a medical declaration and pre-employment medical (where required),
- Providing evidence of qualifications (where required)
