An opportunity to be the architect of lasting change

This is an inaugural appointment. The Integrity, Risk, Audit and Compliance Unit is a new permanent function, and the person who takes this role will design it, staff it and embed it. There is no framework to inherit and no predecessor's practice to work around. What you build will be the foundations for the future.

The role

You will lead a specialist unit across four integrated pillars: integrity and investigations, risk management, internal audit, and compliance and training policy.

You will report directly to the most senior office in the organisation, with unfettered access and the right to raise any matter at any time. No operational manager has authority to direct, limit or interfere with the Unit's work, and that independence is written into the Unit's governing policy rather than left to convention.

You will recruit and lead a specialist team of four, supported by external surge capacity that you engage as you judge necessary, including forensic accountants, specialist investigators, intelligence analysts, external auditors and subject matter experts.

Your first substantive workstream is the identification, mapping, debate and consultation through which the organisation's first comprehensive Risk Register is built. Every subsequent audit cycle and control framework depends on it.

What you will own

Strategic leadership. Lead all four pillars as a single integrated function, and build the team, professional standards and operating culture the work demands.

Risk management. Establish the organisation's risk register, risk appetite statement and continuous monitoring framework.

Internal audit.



Design and approve the rolling internal audit program and drive remediation through to close out.

Integrity and investigations. Manage investigations into misconduct, corruption, fraud and organised crime infiltration, and make findings and recommendations on consequential action.

Compliance and training. Oversee the compliance calendar, breach register and mandatory training regime across a national workforce of approximately 350, together with a wider network of more than 1,000 people.

Reporting and accountability. Report monthly, elevate immediately on serious matters, and deliver the Unit's annual report.

Stakeholder engagement. Build effective working relationships with senior leadership, oversight bodies, regulators and law enforcement agencies.

What you will bring

Senior executive leadership in integrity, risk, internal audit, compliance, investigations or a comparable regulatory or oversight function, in a complex organisation.

Detailed working knowledge of risk management frameworks, internal audit methodology and compliance management practice.

Proven capacity to manage investigations into serious misconduct, corruption, fraud or organised crime infiltration, applying rigorous evidentiary, procedural fairness and confidentiality standards.

Demonstrated capability to design and embed integrity frameworks in organisations undergoing cultural or governance change, including recruiting and leading specialist teams across a distributed national footprint.





Capacity to operate independently while engaging constructively with senior leadership, oversight bodies and external regulators.

Personal integrity, skilled independence and judgement of the highest standard, and the willingness to make difficult decisions without fear or favour and defend them on their merits.

Excellent written and oral communication, including executive standard reports and briefings, and the capacity to give evidence or make submissions to formal bodies.

Eligibility to hold a current Australian Federal Police National Police Check, and to obtain such other clearances as may be required from time to time.

Highly regarded

Professional qualifications in law, accounting, internal audit (CIA), risk management, forensic accounting (CFE) or a related discipline.

Experience in a law enforcement, anti-corruption or integrity agency, including ICAC, IBAC, CCC, NACC, federal or state police, or analogous bodies.

Public service, regulatory, judicial or comparable institutional experience involving formal investigative and oversight frameworks.

The offer

A senior executive package commensurate with the complexity, seniority and significance of the role, in the range of $250,000 to $300,000, with the specific package by negotiation. Full time, based in Melbourne, with material national travel required. Commencing immediately.
