About the Role

The People and Capability Manager is a Senior Leadership Team member supporting the Chief Executive Officer in the strategic and operational leadership of Kurbingui. You'll provide leadership and oversight across Kurbingui's people, culture, workforce capability, and organisational development functions - strengthening leadership performance, employee wellbeing, organisational culture, and workforce systems across all programs. This is a key role that works collaboratively with internal and external stakeholders to support workforce planning, compliance, leadership development, employee relations, organisational growth, and culturally safe workforce practices aligned with Kurbingui's strategic objectives and community priorities.

Key Duties

- Provide strategic and operational leadership across Kurbingui's people, culture, workforce capability, and organisational development functions




- Lead and supervise workforce capability, employee relations, organisational development, and leadership development initiatives
- Coordinate and support recruitment, onboarding, workforce planning, retention, and succession planning activities across the organisation
- Support Program Managers and leaders to build high-performing, culturally safe, and accountable teams
- Manage sensitive and complex workforce matters including employee relations, performance management, and workplace investigations
- Oversee workforce reporting, compliance monitoring, HRIS administration, and periodic auditing of people systems
- Support organisational compliance, accreditation, safeguarding, and Workplace Health and Safety obligations
- Ensure workforce practices, policies, and procedures align with organisational objectives, legislative requirements, and best-practice principles
- Build collaborative working relationships with internal and external stakeholders including government, NGOs, Elders, and community

- Qualifications in Human Resources, Business, Leadership, Organisational Development, or a related discipline with demonstrated senior-level experience in People & Capability or Human Resource Management
- Demonstrated experience managing employee relations,



workplace investigations, performance management, workforce compliance, organisational development, and workforce support functions within complex environments
- Strong knowledge and practical application of workplace legislation, industrial relations principles, National Employment Standards, and Modern Awards
- Demonstrated ability to build positive working relationships, provide trusted workforce advice, and communicate effectively with employees, leaders, and stakeholders
- Demonstrated commitment to culturally secure, inclusive, and respectful workplace practices with understanding of Aboriginal and Torres Strait Islander cultures, values, and communities
- Demonstrated experience supporting, supervising, and developing leaders and multidisciplinary teams
- Demonstrated experience supporting organisational development, workforce planning, succession planning, and organisational change initiatives
- Demonstrated experience using HRIS platforms, workforce systems, reporting tools, and Microsoft Office Suite
- Sound understanding of Workplace Health and Safety obligations including psychosocial risk management and workplace wellbeing practices
- High-level written, verbal, and interpersonal communication skills

Qualifications

- Qualifications in Human Resources, Organisational Development, Business Management, Leadership, or a related discipline
- Current Queensland Driver's Licence
- Possession of a 'Positive Notice' Blue Card
- Possession of or ability to obtain a Disability Worker Screening Card
