ABOUT the ROLE

The Associate Director, Telecommunications role ensures quality preparation and implementation of loan and grant based packages aligned with the strategic, financial and development interests of the Australian Government and the AIFFP.

OVERVIEW OF RESPONSIBILITIES (including but not limited to)

- The role leads on specific transactions, drawing on technical skills (in project finance combined with experience in telecommunications and digital development) to identify and assess quality infrastructure projects.
- Support the assessment of financial and commercial viability, project deliverability, economic perks, social and developmental value and investment level environmental and social impacts as well as debt sustainability to ensure responsible lending.
- Conduct due diligence on the counter-parties.
- Manage investments for successful implementation, with partners, of agreed investments (may include more than one), engaging closely with diplomatic missions on all monitoring activities to ensure quality implementation meeting local content and gender equity and social inclusion targets as well as requirements for social and environmental safeguards.
- Manage all contracts and associated procurement.




- Assist in developing a project pipeline by building relationships with officials, state owned enterprises and private sector stakeholders across the Pacific and Timor-Leste (eg. developers, construction groups, private sector telecommunication operators, energy companies), ideally informed by previous experience working in the region.
- Undertake negotiations and grant and/or loan packages and prepare documentation including briefing and internal documents to update relevant desks and posts, cross-Government stakeholders, senior Managers, the AIFFP Board, Export Finance Australia and Ministers.
- Ensure the AIFFP Investment Officers, as they come on board and the team grows, comply with relevant processes ensuring all aspects (financial, development and strategic issues) considered as per the AIFFP design and AIFFP Executives' direction.

DEMONSTRATED ABILITIES

- Proven ability to deliver all responsibilities articulated above
- Demonstrated knowledge and experience of project implementation and program management, ideally of loan financed infrastructure projects in the Pacific and Timor-Leste
- Demonstrated understanding of infrastructure finance, particularly sovereign lending
- People management capabilities, specifically ability to lead transactions and project implementation, manage stakeholder relationships remotely to deliver results, and demonstrated ability to mentor and develop staff (as required)
- Strong communication skills, including in a cross-cultural setting
- Experience in the telecommunications and digital development sector desirable.
