About the role
Our state government client in the health sector is seeking an experienced Business Analyst to support a major workforce management initiative. The role will focus on analysing and documenting existing clinical rostering systems and associated business processes across multiple health services to identify opportunities for integration with a corporate Roster-to-Pay solution.
Working closely with clinical, operational, payroll, HR, ICT and vendor stakeholders, you will document current-state environments, define future-state requirements, identify integration opportunities, and provide recommendations that support long-term workforce management and digital transformation initiatives.
Key responsibilities
- Conduct detailed analysis of existing clinical rostering systems.
- Document current business processes, workflows, system capabilities, integrations, data flows and reporting requirements.
- Develop comprehensive As-Is and To-Be process models and supporting documentation.
- Review governance frameworks,
approval processes and operational practices relating to rostering activities.
- Facilitate workshops, interviews and stakeholder consultation sessions.
- Engage with business, technical and vendor stakeholders to gather, validate and document requirements.
- Produce Business Requirements Specifications (BRS), Software Requirements Specifications (SRS), Use Cases and other project artefacts.
- Analyse integration options, risks, constraints and dependencies for workforce management solutions.
- Prepare executive reports, recommendations, business cases and implementation advice.
- Support knowledge transfer and capability uplift across the organisation.
- Ensure compliance with organisational policies, information security standards and workplace health and safety requirements.
Desirable criteria
- Experience working within the healthcare sector or another large, complex organisation.
- Understanding of health industry legislation, standards and regulatory requirements.
- Knowledge of workforce management, clinical rostering, payroll, HR and finance systems.
- Experience analysing roster-to-pay processes.
- Understanding of enterprise integration, APIs, middleware, data flows and system interoperability.
- Business Analysis certifications such as CBAP, CCBA or IIBA qualifications.
- Experience using business process modelling methodologies and tools.
- Relevant tertiary qualification in Business,
Information Technology, Health Informatics, Project Management or a related discipline.
Skills and experience
- Demonstrated experience delivering complex Business Analysis engagements within large enterprise environments.
- Strong experience gathering, analysing and documenting business and functional requirements.
- Proven ability to develop BRS, SRS, Use Cases, process models and solution recommendations.
- Extensive experience performing current-state and future-state analysis.
- Solid business process mapping and documentation skills.
- Experience analysing workforce management, rostering, HR and payroll systems.
- Ability to assess integrations, interfaces, data flows and interoperability requirements.
- Excellent stakeholder engagement, workshop facilitation, negotiation and communication skills.
- Strong analytical, problem-solving and reporting capabilities.
- Ability to prepare documentation for both technical and executive audiences.
- Demonstrated ability to manage competing priorities and deliver outcomes within agreed timeframes.
