Job Summary

The Quantity Surveyor supports the Procurement & Contracts Department in delivering cost-efficient, contract-compliant, and commercially sound outcomes for BCEI’s regional data centre developments. The role assists in cost control, contract administration, variation management, procurement support, and commercial documentation across all project phases, working closely under the guidance of the Senior Quantity Surveyor and Procurement & Contracts Manager.

Assist in developing Bills of Quantities (BoQ), Scope of Work (SOW), and tender schedules for CSA, MEP, and specialist packages.

Support the Senior QS and Procurement team in strategy development, contractor shortlisting, RFP issuance, and handling technical/commercial clarifications.

Conduct cost benchmarking, market price analysis, and assist in pre-award negotiations.

Evaluate contractor proposals for completeness, risk exposure, and exclusions, and elevate findings with a recommended position to the Senior QS.

Assist in preparing award recommendation papers, final BoQ reconciliation, and budget refinement documentation.

B. Post-Contract (Cost Control & Contract Administration)

Support day-to-day contract administration for General Contractor (GC), MEP, and specialist vendor packages.

Track project cost performance, monitor commitments versus approved budget, and assist in forecasting the final account.

Review, verify, and process progress claims and payment applications for certification by the Senior QS.

Monitor contractor compliance with contract provisions, including submission of required deliverables, adherence to scheduling obligations, timely issuance of change notifications, fulfilment of contractual obligations

Assist in end-to-end VO management under the direction of the Senior QS, including, Initial assessment and scope clarification, Cost validation and rate analysis, Supporting negotiation with contractors, Preparing commercial recommendation papers

Review contractor VO submissions for accuracy, methodology,



productivity rates, and material pricing.

Support VE assessments and cost-impact studies for scope changes across CSA and MEP elements.

Provide fast-turnaround commercial evaluations to support project team decisions.

Assist in developing and maintaining Cost Reports, Cash Flow Forecasts, and Cost-to-Complete (CTC) models.

Ensure alignment between budget, procurement award values, approved VOs, and project contingency allowances.

Support the Senior QS, Finance, and PMO teams in monthly reporting cycles with accurate and timely data.

Identify and flag potential commercial risks in contractor claims, scope gaps, and schedule impacts to the Senior QS.

Assist in contract interpretation and support the preparation of risk mitigation strategies.

Ensure all activities comply with BCEI procurement policy and contract governance requirements.

F. Documentation & Stakeholder Coordination

Prepare contract instructions, commercial summaries, and supporting documentation for internal approvals.

Coordinate effectively with internal and external stakeholders

Maintain accurate, audit-ready commercial records and correspondence logs throughout the project lifecycle.

Talent Profile

Degree in Quantity Surveying, Construction Economics, or equivalent from a recognised institution.

Minimum 3–6 years of QS experience, preferably in data centre, industrial, or large-scale construction projects.

Working knowledge of CSA and MEP scopes within construction projects.

Proven experience in supporting VO assessments, procurement processes, and contract administration.

Familiar with standard forms of contract such as FIDIC, PAM, or similar.

Commercial awareness and cost-risk sensitivity

Robust analytical skills with high accuracy in cost analysis and documentation

Good negotiation and communication skills

Ability to work effectively in fast-paced, mission-critical project environments

Ability to critically assess contractor submissions with data-backed reasoning

Collaborative team player, supporting cross-functional departments including Procurement, PMO, and Engineering
