As one of Queensland's fastest-growing registered NDIS providers, we're expanding our specialist clinical services and are seeking an experienced Clinical Services Manager (Registered Nurse) to lead the next stage of our journey.

This is more than a clinical role. It's an opportunity to influence organisational strategy, build innovative services, strengthen clinical governance and help shape the future of High Intensity Supports across Queensland and New South Wales.

About the Role

Reporting directly to the Directors, you'll be the senior clinical leader responsible for clinical governance, quality and the strategic development of our specialised clinical services.

You will oversee clinical management across the organisation while ensuring our participants receive safe, high-quality, person-centred care.

Working closely with operational leaders, you'll support the continued growth of our High Intensity Supports division, maintain our regulatory compliance and develop partnerships that position Shine Communities as a leader in complex disability support.

This is a leadership position where your ideas, experience and innovation will directly influence the future of our organisation.

Key Responsibilities

Clinical Leadership & Governance

- Lead clinical governance across Shine Communities in Queensland and New South Wales.
- Provide clinical leadership and advice to the executive and operational teams.
- Develop and continuously improve clinical policies, procedures and governance frameworks.
- Lead quality improvement initiatives, clinical audits and risk management activities.
- Support incident reviews,



safeguarding and continuous improvement.
- Foster a culture of clinical excellence across the organisation.

High Intensity Supports

- Provide governance and oversight of all NDIS High Intensity Supports.
- Ensure ongoing compliance with the NDIS Practice Standards relating to High Intensity Supports.
- Lead organisational readiness and compliance for current and future NDIS and NIISQ clinical requirements and registrations.
- Support participant onboarding, clinical assessments and complex care planning.
- Provide clinical mentoring and support to frontline teams delivering complex supports.

Growth & Service Development

- Lead the strategic growth of Shine's High Intensity and Complex Care services.
- Develop referral pathways with:
- Hospitals
- Hospital discharge teams
- Rehabilitation providers
- Allied Health professionals
- Specialists
- Health services
- Government agencies
- Support Coordinators and Plan Managers

- Identify opportunities to expand specialist service offerings.
- Represent Shine Communities at networking events and industry forums.
- Assist with service innovation and expansion across Queensland and New South Wales.

Workforce Development

- Deliver clinical education and competency programs.
- Support workforce capability and professional development.
- Ensure clinical competency requirements are maintained across the organisation.
- Mentor and coach support workers and operational leaders.

About You

We're looking for someone who wants to build something meaningful - not simply maintain it.

You’ll bring:

- Current AHPRA Registration as a Registered Nurse.
- Demonstrated experience in community nursing, disability, rehabilitation or complex care.
- Solid understanding of NDIS High Intensity Supports.
- Experience in clinical governance and quality systems.




- Excellent leadership and stakeholder engagement skills.
- Strong understanding of risk, compliance and continuous improvement.
- A passion for innovation and improving participant outcomes.
- Current Driver Licence and willingness to travel across Queensland and New South Wales as required.

Highly regarded:

- Experience within an NDIS Registered Provider.
- Knowledge of NIISQ and participants with catastrophic injury or complex health needs.
- Experience building hospital and health sector partnerships.
- Leadership or management experience.

Success in This Role

This is a KPI-driven leadership position.

You’ll be supported to achieve measurable outcomes including:

- Maintaining organisational clinical governance and compliance.
- Ensuring ongoing compliance with High Intensity Supports requirements.
- Supporting organisational readiness for NDIS and NIISQ registration requirements.
- Growing Shine's High Intensity and Complex Care service portfolio.
- Establishing and strengthening hospital and health sector referral pathways.
- Developing workforce capability through education and clinical mentoring.
- Driving continuous improvement across clinical systems and participant outcomes.
