The Strategic Property & Commercial Activities Service manages one of local government's most diverse property portfolios, including community facilities, commercial properties, visitor destinations, operational assets and strategic land holdings. Our team is focused on delivering commercially sustainable, community-focused and compliant property outcomes that support the long-term objectives of Blue Mountains City Council.
Blue Mountains City Council is seeking an experienced leader to manage one of the region's most diverse property portfolios and help shape the future of Council's commercial, community and operational assets. As the Program Leader – Property, Portfolio & Strategy, you will provide strategic leadership across Council's commercial, community and operational property assets, leading a team responsible for property portfolio management, statutory land matters, commercial leasing and licensing, acquisitions and disposals, asset optimisation, and property governance.
This is an exciting opportunity to shape the future of Council's property portfolio by driving commercial outcomes, strengthening governance, managing complex stakeholder relationships and delivering long-term financial sustainability for the community.
Reporting to the Manager Strategic Property & Commercial Activities, you will lead a multidisciplinary team responsible for:
- Lead the strategic management of Council's commercial, community and operational property portfolios.
- Lead strategic property planning, portfolio optimisation and asset performance initiatives.
- Drive expert advice on acquisitions, disposals, leasing, licensing and statutory land matters.
- Lead commercial negotiations and complex property transactions.
- Drive governance, compliance and risk management across Council's property assets.
- Lead and mentor a high-performing multidisciplinary team.
- Deliver business cases, investment strategies and funding opportunities.
- Develop strong relationships with Executive, government agencies and community stakeholders.
- Manage organisational transformation and long‑term financial sustainability.
You are a strategic thinker with significant experience managing complex property portfolios and delivering commercial outcomes and bring to the position:
- Extensive experience in commercial property, strategic asset management or statutory land administration.
- Demonstrated leadership experience within a complex organisation.
- Extensive commercial property experience with demonstrated strategic and commercial acumen.
- Experience managing acquisitions, disposals, leasing and licensing.
- Sound knowledge of relevant NSW legislation.
- Excellent stakeholder engagement and communication skills.
- A commitment to governance, customer service and continuous improvement.
- Relevant tertiary qualifications or equivalent experience
Remuneration: base salary commencing at $118,950 gross per annum
- + 12% superannuation
- + annual performance‑based salary increases / bonus (1-3.5%)
- + annual award increase
