Roesner & Hamilton is seeking an accomplished Construction Manager to take overall responsibility for the delivery of our civil and electrical construction portfolio.

This is a senior leadership position with oversight of every R&H; project once it enters the construction phase. You will directly lead our Project Managers and Site Supervisors, initially managing a team of four direct reports, personally manage selected major or strategically important projects, and provide the operational leadership, systems and discipline required to support the continued growth of our construction businesses.

R&H; is an established and ambitious multidisciplinary infrastructure business with integrated civil engineering, electrical engineering, civil construction and electrical contracting capability. We work across roads, intersections, drainage, footpaths, traffic signals, street lighting, signage and intelligent transport systems for local councils, state authorities and private-sector clients.

Our construction businesses are growing and continuing to mature. This creates a genuine opportunity for an experienced construction leader to help shape how we operate, strengthen our delivery capability and play a central role in the next stage of R&H;’s growth.

The Opportunity

Reporting to the Directors, the Construction Manager will have portfolio-wide responsibility for the safe, commercially successful and high-quality delivery of R&H;’s civil and electrical construction projects.

Our projects typically range in value from approximately $50,000 to $2.5 million, providing a diverse portfolio across smaller specialist works through to larger infrastructure delivery packages.

You will maintain oversight of project performance across the business, including safety, quality, programming, resourcing, commercial outcomes, client relationships, plant and fleet. You will establish clear expectations for our delivery teams while remaining close enough to projects to provide practical support, resolve issues and step into selected projects when required.

This role would suit a proven Construction Manager, Operations Manager or highly experienced Senior Project Manager who has delivered infrastructure projects for the Department of Transport and Main Roads, local councils or similar major clients.

Key Responsibilities

Take overall responsibility for all R&H; projects during the construction phase.

Directly manage, support and develop the company’s Project Managers and Site Supervisors, with an initial team of four direct reports.

Personally project-manage selected major, complex or strategically important projects.

Maintain executive-level visibility across project safety, quality, program, cost, risk, resources,



profitability and client outcomes.

Establish and maintain consistent project controls, reporting, programming and commercial management practices.

Coordinate the allocation of employees, subcontractors, plant and equipment across the construction portfolio.

Take responsibility for the effective allocation, utilisation, maintenance and management of the company’s plant and vehicle fleet.

Review project programs, budgets, forecasts, variations, claims, procurement and subcontractor performance.

Ensure construction activities comply with contractual requirements, approved designs, specifications, legislation and client standards.

Lead a strong and practical safety culture across employees, subcontractors and project sites.

Support Project Managers and Supervisors with complex delivery issues, client matters, commercial risks and resource constraints.

Build effective relationships with clients, engineers, TMR and council representatives, subcontractors and other project stakeholders.

Work closely with the Tender Manager to provide construction methodology, programming, resourcing and delivery input into tenders. This role will not be responsible for estimating, but will provide practical construction insight to support accurate and deliverable tender submissions.

Collaborate with R&H;’s engineering and design teams to improve constructability and strengthen our integrated design-and-construction capability.

Improve the systems, procedures, reporting and operational capability required to support the continued growth of the business.

The successful candidate will demonstrate:

Substantial experience leading the delivery of civil, electrical or multidisciplinary infrastructure construction projects.

Experience managing multiple concurrent projects and maintaining oversight of a broader construction portfolio.

Proven leadership of Project Managers, Site Supervisors, construction crews and subcontractors.

Strong experience delivering projects for TMR, local councils or similarly governed infrastructure clients.

Sound commercial capability, including project budgets, forecasting, procurement, cost control, variations, claims and subcontractor management.

Strong knowledge of construction safety, quality, environmental and compliance obligations.

The ability to interpret engineering drawings, specifications, contracts and construction documentation.

The credibility to work effectively with clients, senior managers, engineers, project teams and site personnel.





A practical, accountable and solutions-focused leadership style.

Experience in several of the following areas will be highly regarded:

Road and intersection construction.

Traffic signals, street lighting, signage or intelligent transport systems.

Electrical infrastructure and associated civil works.

TMR specifications, systems and project delivery requirements.

Plant and fleet management.

Supporting tender submissions through construction methodology, programming and delivery planning input.

Developing project delivery systems within a growing contractor.

A relevant trade, diploma or degree qualification in construction, engineering, electrical infrastructure or a related discipline.

Additional plant, machinery or heavy-vehicle licences may be advantageous but are not essential for this senior management position.

The Person We Are Seeking

We are looking for more than a competent project manager. This person will become the operational leader of our construction portfolio and the direct manager of our project delivery team.

You will be commercially astute, operationally capable and equally comfortable discussing project performance with the Directors, resolving a client issue with a Project Manager or working through a practical delivery problem with a Site Supervisor.

You will bring the standards and experience gained in a solid infrastructure construction environment while recognising that R&H; is still developing some of the systems and structures found in larger contractors. You should be motivated by the opportunity to build capability, develop people and influence the future direction of the business.
