Lead impactful property developments across Western Sydney

The Diocese of Parramatta is seeking an experienced and commercially astute Senior Development Manager to lead the planning, delivery, and optimisation of a diverse property portfolio.

This is an exciting opportunity to influence strategic property outcomes across a large and complex portfolio while contributing to meaningful, community-focused developments. The role will lead initiatives that enhance asset performance, create long-term value, and support the financial sustainability of the Diocese.

You will oversee projects ranging from minor capital works and property upgrades through to major mixed‑use developments and precinct planning, working closely with key stakeholders across the Diocese, parishes, government agencies, consultants, and delivery partners.

About the Role

Reporting to the Head of Property Services, the Senior Development Manager will provide strategic property advice and lead the end‑to‑end delivery of property development initiatives.

You will manage multiple projects of varying scale and complexity, ensuring outcomes are delivered within agreed timeframes, budgets, quality standards, and governance requirements.

Key Responsibilities

Property strategy, governance and stewardship

Support the delivery of the Diocese’s strategic property plan and long‑term portfolio objectives.

Provide expert advice on land use, redevelopment opportunities, acquisitions, divestments, and portfolio optimisation.

Lead and contribute to master planning initiatives and development business cases.

Support parishes and Diocesan entities with property strategy, including site consolidation and shared‑use opportunities.

Ensure property decisions align with governance frameworks, policies, and Trustee obligations.

Prepare high‑quality reports, briefings, and recommendations for senior leadership, Trustees, and governance committees.

Property development and project delivery

Lead end‑to‑end delivery of property development projects, including feasibility, design, approvals,



procurement, and construction.

Identify opportunities to maximise value and enhance performance across the property portfolio.

Manage projects across diverse scales, complexities, and stakeholder environments.

Oversee planning approvals, development applications, and regulatory processes.

Coordinate and manage external consultants, contractors, and professional advisers.

Maintain project risk and opportunity registers, including mitigation strategies.

Monitor project performance, timelines, budgets, and outcomes.

Ensure compliance with Work Health & Safety (WHS) obligations across all activities.

Financial management and commercial oversight

Develop and manage project budgets, feasibility models, and financial forecasts.

Monitor expenditure and ensure alignment with approved budgets and strategic objectives.

Support capital planning and funding strategies.

Review and manage contracts, variations, and payment claims.

Drive value‑for‑money outcomes through effective procurement and commercial management.

Provide financial reporting and insights on project performance.

Leadership and team contribution

Provide leadership, coaching, and support to team members where required.

Contribute to a collaborative and high‑performing property team culture.

Support continuous improvement initiatives across property and development functions.

Provide regular updates to senior leadership regarding portfolio performance, risks, and priorities.

Stakeholder engagement and advisory

Build strong relationships with clergy, parishes, Diocesan agencies, government representatives, and external stakeholders.

Act as a trusted adviser, translating complex property matters into transparent and practical recommendations.

Facilitate consultation and engagement regarding development opportunities and risks.

Represent the Diocese in negotiations, meetings, and external forums.

Prepare and present reports and recommendations to a range of stakeholders.

About You

You are a strategic, commercially minded property professional who thrives in complex environments and is motivated by delivering meaningful outcomes.

You will bring:





Demonstrated experience leading end‑to‑end property development projects.

The ability to manage projects ranging from capital upgrades through to large‑scale mixed‑use developments.

Strong commercial acumen, including feasibility analysis, budgeting, investment decisions, and financial management.

Exceptional stakeholder engagement skills and the ability to provide practical advice on complex matters.

A proactive, solutions‑focused approach with the ability to manage competing priorities.

Strong integrity, judgement, professionalism, and alignment with a purpose‑driven organisation.

Skills and Experience

10+ years’ experience in property development.

Proven success delivering complex property projects from concept through to completion.

Strong understanding of NSW planning and development processes.

Demonstrated commercial and financial capability.

Highly developed stakeholder management and communication skills.

Experience managing multiple projects within a complex environment.

Qualifications and Requirements

Degree qualification in Property, Construction, Architecture, Engineering, or a related discipline.

Current Driver’s Licence.

National Police Check.

Working With Children Check.
