Overview
We are seeking two highly capable change management leads to lead the planning and implementation of change management activities across the portfolio of programs and projects. One role will be ongoing and more focused on change capability building and advice and support, and the other focused primarily on project change support.
These roles play a key part in supporting the realisation of the bureau’s transformation agenda, providing expert guidance to executive sponsors, program and project managers, as well as other enabling roles such as business analysts and communications professionals.
The successful candidates will build and maintain solid relationships with key business areas and stakeholders to ensure that change management planning accurately captures and assesses the impacts of change. They will also develop and implement effective strategies to enable the successful adoption and sustainability of new ways of working designed by program and delivery teams.
Additionally, the roles will contribute to the ongoing development of the enterprise transformation framework and approach, through the use and maintenance of key artefacts, tools, templates, and reports.
Experience working within government and familiarity with delivering projects that have a customer or community impact is highly desirable.
Key Duties of the Position
- Provide expert and strategic advice on change management principles, techniques, and practices
- Work as part of program and project delivery teams (which may span multiple portfolios) to lead the planning and execution of effective change management activities.
- Create and maintain key enterprise transformation artefacts, tools, templates, and reports for assigned programs and projects.
- Capture and analyse data through stakeholder engagement to develop evidence-based change management activities that address relevant change impacts.
- Engage and collaborate with key stakeholders to develop end-to-end change management plans that align with the Prosci Awareness, Desire, Knowledge, Ability, and Reinforcement (ADKAR) model to ensure impacted groups adopt and sustain new ways of working.
- Design and conduct assessments to gauge the effectiveness of change management activities and ensure business readiness.
- Build and maintain strong relationships with key business partners, including the Enterprise Project Management Office (EPMO), and stakeholders involved in delivering the bureau’s transformation agenda.
- Maintain professional knowledge in change management and continue to develop expertise in relevant skills and methodologies.
- Contribute to the ongoing development of the bureau’s organisational change capability through induction and onboarding activities, active participation in enterprise transformation forums and communities of practice, and contributions to enterprise reporting and heat maps.
- Take responsibility for the achievements of own work outputs, monitor progress and follow through to deliver quality outcomes.
- Comply with all bureau work health and safety policies and procedures and take reasonable care of your own health and safety, as well as that of employees, contractors, and visitors who may be affected by your actions.

Eligibility
Mandatory:
- The candidate must state their agreement to have or obtain (at bureau expense) and maintain a baseline security clearance.
Desirable:
- Experience working within government
- Certification in the PROSCI change management methodology (ADKAR)
- A degree or diploma of an Australian educational institution, or a comparable overseas qualification, which is appropriate to the duties; OR other comparable qualifications, which are appropriate to the duties.
