ABOUT WINNAM ABORIGINAL AND TORRES STRAIT ISLANDERS CORPORATION

Winnam Aboriginal and Torres Strait Islanders Corporation (Winnam) is a community controlled not-for-profit organisation that is a holistic service provider for the Aboriginal and Torres Strait Islander community in the Wynnum and Bayside Suburbs of Brisbane, within the boundaries of Quandamooka country.

Winnam Aboriginal and Torres Strait Islanders Corporation is the provider of affordable housing to meet the needs of the local Aboriginal and Torres Strait Islanders community. It provides housing properties within the Wynnum/Manly area to the Aboriginal and Torres Strait Islander community, quality commercial tenancy properties, as well as providing the Georgina Hostel and Aged Care Facility based at Morningside to both Indigenous and non-Indigenous community members.

PURPOSE OF THIS POSITION

The primary purpose of the Housing and Tenancy Officer will be responsible for maintaining and managing all tenancies including general tenancy agreements, commercial leases, bond lodgements and payments, property maintenance and upkeep, issuing notices to remedy according to the Residential Tenancy Act, and all other duties pertaining to the leasing of houses and emergency accommodation and the upkeep of properties owned and managed by Winnam Aboriginal and Torres Strait Islander Corporation.

The Housing and Tenancy Officer will be required to provide quality services for and on behalf of the organisation with the aim to educate and empower tenants to maintain successful tenancies and ensure that appropriate community support services are made available.

The Housing and Tenancy Officer will demonstrate relevant experience providing client focussed tenancy management service, including the ability to work with a diverse range of clients. In addition, you will have a good working knowledge and understanding of the Residential Tenancies Act and an understanding of Aboriginal and Torres Strait Islander cultural issues in Queensland, including their social, political, and historical content.

DUTIES AND RESPONSIBILITIES

Operational

- Provide regular reports to the Operations Manager as required, as well as a monthly report to the Board of Directors.
- Maintain the highest ethical standards and confidentiality in dealing with our tenants and stakeholders.
- Develop individual skills and knowledge that will better serve our residents and stakeholders
- Provide weekly/monthly/quarterly/annual reports to Winnam ATSIC funding providers and partners when required.
- Attend regular meetings/trainings/workshops when required.

Tenant Engagement

- Develop, maintain, and strengthen existing linkages with housing, health, and community organisations for the purpose of supporting tenants to access and maintain housing.
- Allocation and management of tenancies in accordance with relevant legislation, existing agreements and organisational policies and procedures.
- Maintain and manage housing waiting lists.
- Monitoring rent payments, arrears, voids, and vacancies and ensuring that remedial activities are commenced.
- Conduct rent reviews for social housing tenants and affordable rental housing tenants.
- Manage bond processes and assist tenants where relevant.
- Support tenants by helping with transitioning long-term tenants to private rental, home ownership or aged care,



liaising with NDIS services and case workers, where appropriate, and referring to other relevant services when requested.
- Attend property viewings to prospective tenants and maintain contact as required.
- Assist potential tenants to complete housing applications.

Property Management

- Provide high quality property management to existing and prospective residents in the delivery of responsive, appropriate and within organisational, financial arrangements and legislative requirements.
- Operate across the housing portfolio within the Queensland Residential Tenancies Act (RTA) for all tenancy actions such as allocation, rent collection, signing up and establishing new tenancies, maintenance, and access.
- Manage the operational matters with the commercial leases and maintenance of the commercial block owned by Winnam ATSIC, as well as assist with the organisation of contractors to conduct works at Georgina Hostel and Aged Care Facility.
- Maintain accurate records and notations in client files and on Winnam’s records management system.
- Carry out regular inspections and represent Winnam ATSIC in the management of any tenancy disputes.
- Accept and manage responsive maintenance requests and organise repairs through existing and approved contractors.
- Ensure that any repairs or maintenance requests that may present a health or safety issue be attended to immediately and the situation made protected in the first instance.

Quality Assurance

- Undertake follow up checks on repairs and maintenance, ensuring works are completed within the required timelines and to the expected standards.
- Provide policy and procedures information and referral to external agencies to tenants when required.
- Respond to complaints within Winnam ATSIC policies and procedures guidelines in a timely manner.
- Ensure residents and/or their representatives are satisfied with the works carried out.
- Report any failures by contractors to meet compliance standards to the Operations Manager.
- Ensure all required records are maintained.

Contractor Management

- Manage existing and future contractors, meeting with them on a regular basis, form good working relationships and monitor performance. Provide feedback to contractors in a constructive manner.
- Develop, maintain, and strengthen existing linkages with internal and external contractors.
- Receive all documentation from contractors and maintain a register with all essential details.
- Respond to requests resulting from the after-hours service and follow up on the quality of works conducted out of office hours.

Administration Duties

- Recording all interactions with tenants in accordance with relevant legislation and to compliance requirements under National Regulatory Scheme Community Housing (NRSCH) and other relevant bodies.
- Maintain and manage tenancy data on Winnam ATSIC databases.
- Provide budgets and maintain spreadsheets/registers for compliance.
- Update all the tenant files (hard and digital copies).
- Update all information in Winnam’s registers.




- Implement and maintain data in PropertyMe and other information systems.
- Provide support letters to tenants and community partners when required.
- Organise events and workshops for the tenants when required.
- Attend all Winnam ATSIC monumental events throughout the year.
- Perform other duties as directed by the Operations Manager.

ESSENTIAL CRITERIA

Cert. IV or Diploma in Social Housing or Property Services (Real Estate); OR two (2) years relevant experience.

Considerable knowledge and understanding of community and social housing including the National Regulatory Scheme Community Housing (NRSCH) and the Residential Tenancies Act.

Experience in the community housing sector, or property related industry ensuring familiarity with tenancy management practices and procedures, RTA legislation, maintenance, tenancy agreements, budget, and administrative processes in an office environment.

Demonstrated knowledge and respect of Aboriginal culture and society, and the issues affecting Aboriginal people in the Wynnum and Bayside community, and ability to communicate effectively with Aboriginal and Torres Strait Islander people.

Highly developed interpersonal, verbal, and written communication and customer service skills and the ability to develop effective working relationships with a wide range of key stakeholders.

An awareness, understanding and sensitivity to people who are in a housing crisis, and the ability and experience to communicate with a diversity of people from Indigenous communities.

Excellent organisational skills including a demonstrated ability to manage multiple projects, competing priorities in a busy office environment.

Ability to prioritise work to meet deadlines.

High level of adaptability and flexibility, to work in an environment which has many competing and shifting deadlines and priorities.

Demonstrated ability to analyse problems, develop and implement practical solutions in relation to administrative systems.

An awareness, and a demonstrated strong understanding and the importance of maintaining confidentiality and sensitivity to people who are in a housing crisis, and the ability and experience to communicate with a diversity of people from Indigenous communities.

Excellent presentation and written communication skills, as well as a high level of knowledge and experience regarding reports.

Demonstrated ability to multi-skill to be able to work across teams to ensure administrative tasks are carried out in the most efficient manner.

A high level of commitment, integrity, honesty, and trustworthiness especially while dealing with sensitive information regarding tenants, residents, and community members.

Proficient understanding of Microsoft Office, particularly Word and Excel, and willingness to learn new programs as required.

Ability to work both autonomously and as a member of a dynamic team which works effectively within a multi-disciplinary environment.

Must be willing to undertake duties in various organisational work locations and teams throughout the section as required.

Extremely reliable and mature outlook to deal with fast paced, quick changing and at times stressful environment.

Current National Police Check with no disclosable outcomes, or willing to obtain.

Current Blue Card, or willing to obtain.

Current Influenza Vaccination, or willing to obtain.

COVID-19 Vaccination, or willing to obtain.

Current C Class Drivers Licence (QLD).
