Organisational Overview
The Tiwi Land Council (TLC) was established on the 18 August 1978, following representation by the Tiwi people to the Federal Government for recognition of their distinct geographic and cultural identity.
TLC represents all Tiwi people in the protection of our land, sea, and environment, while at the same time supporting sustainable economic development to improve Tiwi lives through employment, income, education and health opportunities.

About the Role
We are seeking a suitably qualified and experienced Governance, Risk and Compliance Officer (GRCO) to join our team.
Reporting to the Chief Finance Officer, this role works closely with the Audit and Risk Committee (ARC) and provides organisation-wide support across governance, risk, and compliance functions.
This is a key role responsible for strengthening frameworks, supporting leadership, and embedding a culture of accountability and continuous improvement.
Key Responsibilities
· Support the development and embedding of a robust governance, risk, and compliance culture across the organisation
· Provide advice to the Accountable Authority and Council members on governance, risk management, and compliance matters
· Ensure compliance with applicable systems, processes, policies, contracts, and legislative obligations
· Entrench and continuously improve good governance practices across the Land Council
· Maintain and enhance TLC’s policy and procedure framework
· Develop and manage the Compliance Calendar and Obligations Register
· Appropriately identify, monitor, and manage organisational risk,
including maintaining risk registers and supporting fraud and corruption control frameworks
· Coordinate and oversee internal audit activities of the Land Council, including engagement with external providers and tracking audit outcomes
· Provide secretariat support to the Audit and Risk Committee
· Facilitate or source governance training for staff and Council members
· Support Council meetings (Clan, Executive, and Full Council), including minute-taking as required
· Undertake other duties as reasonably directed
About You
To be successful in this role, you will have:
- A degree in Commerce, Business, Law, or a related discipline
- Demonstrated experience in governance, risk, or compliance roles
- Strong understanding of governance frameworks, risk management, and regulatory obligations
- Excellent communication and stakeholder engagement skills
- The ability to deliver training or workshops (highly regarded)
- Experience working within a Land Council or similar organisation (highly regarded)
You will also demonstrate the ability to engage respectfully and effectively with Traditional Owners and community members. A willingness to travel to remote communities by light aircraft or ferry is essential.
