The Role

The acquisition of conventionally-armed, nuclear-powered submarines is an historic and transformative endeavour for Australia. The whole-of-nation effort to safely and securely deliver the cutting edge nuclear-powered submarine program will transform Australia’s economic and national security landscape for decades to come.

Within the Capability Analyst function, an EL 1 Capability Analyst is accountable under broad direction to perform and achieve very complex written and analytical work within an integrated workforce. They will require an in-depth knowledge of and compliance with legislative frameworks, government decision-making processes, Australia’s strategic environment, Defence’s mission and policies, the purpose and operation of the Australian Submarine Agency (ASA) and Australia’s industry development priorities.

An EL 1 Capability Analyst will exercise a considerable degree of independence and perform a subject matter expert role. They will exercise sound decision-making and judgement to provide expert advice to ASA leadership and Government. They will have in-depth knowledge of the capability analyst function and are responsible for the development, implementation, compliance and review of policies and procedures relevant to their work within that function.

They will engage in very complex problem solving and issues management and may coordinate and deliver detailed or sensitive projects that impact on strategic, political or operational outcomes for ASA and Defence. This may include analysing economic, industry, workforce, supply chain and capability data to identify trends, assess risks, evaluate options and inform strategic decision-making. An EL 1 Capability Analyst may be a team coach or lead an operational, project or administrative team and will be accountable for the outcomes of the teams work and the appropriate use of resources to produce and achieve outcomes.

They are expected to be capable of building team capability through coaching and feedback and reviewing and developing the quality of work undertaken by others within a work unit. They may exercise the associated people and financial responsibilities to achieve work unit outcomes.

An EL 1 Capability Analyst will be responsible for actively managing key stakeholder relationships and will be required to identify relevant stakeholders’ expectations and concerns to develop and communicate methodologies and practices to achieve outcomes. The role may require the application of quantitative analysis, economic frameworks, modelling techniques and evidence-based assessment methodologies to support policy and investment decisions.



They will be accountable to contribute towards ongoing self-improvement and professional development of their work area.

This role is eligible for an additional remuneration benefit known in ASA as a Building Capability Payment (BCP). This enables ASA to provide a premium, in addition to the base salary otherwise payable under the ASA Enterprise Agreement, for positions in occupational disciplines/classifications that are critical to ASA capability. About our Team

The Industrial Strategy, Capability and Policy Analysis (ISCPA) Branch plays a central role in shaping the conditions for Australia’s industrial base to grow, strengthen and remain resilient in support of the AUKUS Submarine Industry Strategy. ISCPA defines sovereign industrial capability requirements, informs policy settings, and drives evidence-based decision-making to enable the industrial uplift required to deliver and sustain Australia’s submarine capability.

Within ISCPA, the Data, Economics & Decision Support Directorate provides the analytical backbone for these efforts. The team delivers data-driven insights, economic modelling and industry intelligence to inform strategy, prioritise investment, and assess the impact of initiatives on Australia’s submarine industrial base. Working across Defence, government and industry, it supports a coordinated, evidence-based approach to building sovereign industrial capability.

- Understanding of Australian Submarine Agency and Defence decision-making processes, sovereign industrial capability priorities, and/or government approval pathways
