About the Role

Due to continued growth, we are seeking an experiencedHealth, Safety, Workplace & Quality (HSEQ) Manager to lead our integrated management systems and drive a culture of safety, quality and continuous improvement across the business.

Reporting directly to the CEO , you will provide strategic leadership while remaining actively involved in supporting our operational teams. You will oversee Benang's ISO-certified management systems, ensure compliance with legislative and client requirements, lead audits and investigations, and drive continual improvement across our Power, Water, Gas, Civil and Fabrication divisions.

This is an opportunity to play a key leadership role within a growing infrastructure contractor and help shape the future of our HSEQ function.

Key Responsibilities

Lead and continually improve Benang's Health, Safety, Environmental and Quality Management Systems.

Maintain compliance withFederal Safety Commissioner (FSC),ISO 9001, ISO 14001 and ISO 45001 certification requirements.

Develop, review and implement HSEQ policies, procedures and management plans.

Provide leadership, coaching and support to operational managers and project teams.

Lead incident investigations and ensure effective corrective and preventative actions are implemented.





Manage internal and external audits and client compliance requirements.

Monitor HSEQ performance and prepare reports for senior leadership.

Drive continuous improvement initiatives across the business.

Ensure compliance with all relevant legislation, regulations and client requirements.

Manage regulator, client and certification body interactions where required.

Mentor and develop the HSEQ team while promoting a positive safety culture.

What We're Looking For

5+ years' experience in a HSEQ leadership or management role within construction, utilities, infrastructure or mining.

Demonstrated experience leading integrated management systems.

Strong knowledge of Australian WHS, Environmental and Quality legislation and standards.

Proven leadership and people management capability.

Excellent communication, stakeholder engagement and coaching skills.

Strong analytical and problem‑solving abilities.

A proactive approach to continuous improvement and operational excellence.

Demonstrated experience developing and leading psychosocial risk management and behavioural safety programs that improve leadership capability, employee wellbeing and organisational safety culture.

Skills and Tasks

Management ofFederal Safety Commissioner (FSC),ISO 9001, ISO 14001 and ISO 45001 certified systems.

Internal and external audit management.

Incident investigation and root cause analysis.

Risk management and assurance.

Development of HSEQ policies, procedures and management plans.





Client and regulatory compliance management.

Safety leadership and organisational culture development.

Strong reporting, analytical and presentation skills.

Excellent written and verbal communication skills.

Must-Haves

Diploma or Degree in Work Health & Safety, Environmental Management, Quality Management or a related discipline.

Current Driver's Licence.

Construction White Card.

Lead Auditor qualification (or ability to obtain).

Ability to obtain a National Police Clearance.

Ability to pass a pre-employment medical and drug & alcohol screening.

Highly Regarded

Return to Work Coordinator certification.

Experience working with Western Power, Water Corporation and ATCO Gas.

Experience implementing and maintaining integrated management systems.

Experience with digital HSEQ platforms such as SafetyCulture or similar.

Quality management experience within infrastructure delivery.

Location

This position is primarily based at ourSubiaco Head Office , with regular travel to project sites across the Perth metropolitan area. From time to time, opportunities may also arise to support regional infrastructure projects throughout Western Australia.
