The Department of Logistics and Infrastructure (DLI) works in partnership with community, industry and government to regulate, construct, maintain and invest in sustainable, integrated infrastructure across the Northern Territory. Within this framework, Housing and Land Servicing plays a central role in delivering safe, culturally appropriate and community driven housing outcomes across urban, regional and remote communities.

We are seeking an accomplished senior leader to lead the planning, coordination and delivery of the land development and enabling infrastructure projects across urban and remote areas of the Northern Territory, overseeing significant program management, procurement planning and contractual arrangements that enable population growth and economic development. This is a rare opportunity to guide a high value, strategically important programs that deliver meaningful, longterm advantages for communities throughout the Northern Territory.

About the Role

As the Executive Director Land Servicing , you will drive the end to end management of major land servicing and land development programs across the Northern Territory.

You will lead the strategic delivery of land development (subdivisions) and enabling infrastructure including; procurement approaches, contractual arrangements, financial oversight, and program governance across multiple programs valued at over $800 million , with direct responsibility for managing around $100 million expenditure each year. Your leadership will ensure programs are delivered on time, within scope and aligned with Value for Territory principles and government priorities.

You will also provide high level reporting and strategic advice to senior executives and government.





Key Responsibilities

- Lead a multi-disciplinary team in the delivery of land servicing program of works, including subdivisions and enabling infrastructures (water, sewerage, electricity, roads), across urban and remote areas of the Northern Territory ensuring projects are aligned to government priorities, delivered on time, within scope and budget.
- Oversee program management activities including governance arrangements, procurement planning, quality assurance, budget monitoring, and resource allocation to ensure projects are delivered on time, within scope and budget.
- Collaborate with relevant Government agencies, industry sectors, community organisations and local government entities, including shire and Aboriginal land councils, to inform plans and incorporate place-based decisions into project outcomes.
- Monitor, analyse, evaluate, and provide strategic advice and reporting to senior management and government stakeholders.
- Develop and implement management frameworks, methodologies, and best practices to enhance delivery effectiveness, compliance, and sustainability.
- Lead, motivate, and develop a high-performing multidisciplinary team, fostering a culture of accountability, innovation, and continuous improvement.
- Ensure compliance with relevant legislative, policy, and governance frameworks, proactively managing risks and promoting cultural and environmental considerations.

About you

You are an experienced senior leader with:

- A strong track record delivering large scale land development, land infrastructure and servicing programs,



ideally in remote or culturally sensitive areas.
- High level financial management experience, including oversight of significant capital works programs.
- Expertise in contract management, procurement, and governance within government frameworks.
- Outstanding negotiation, communication and relationship building skills.
- Demonstrated ability to lead multidisciplinary teams and foster a positive, high performing culture.
- Understanding of the legislative, regulatory and cultural context in the NT.
- Tertiary qualifications in a relevant discipline with relevant senior executive experience.
