Position Overview
The purpose of the job is to provide a strategic and operational HSQE focus to the growing RES businesses. A key part of this role is to work with existing operational leads and strategic partners to develop an optimum HSQE function that is scalable to the business’s growth aspirations. In addition, this role is responsible for the development, maintenance and review of RES Services Australia’s HSQE programs, procedures and policies within the applicable legislative framework and the corporate framework of each business line or unit, including leading and supporting all parties in the implementation of existing and new standards, monitoring compliance, and overseeing IMS accreditation and documentation control.
Scope includes professional coordination and leadership in all aspects of HSQE across the Services business in Australia, covering Operating and Maintenance (O&M;) and Asset Management (AM) services with current operations in Solar and BESS, plus future wind and APAC expansion.
Key Accountabilities
Strategic Focus
- Implement a scalable HSQE framework that can grow with the business.
- Ensure HSQE practices are integrated into all business processes to foster a culture of safety and quality.
- Undertake an assessment of significant HSQE risks across the portfolio with a focus on employees, suppliers, sub‑contractors, environment and impacts.
- Review existing risk control measures and draft a regional plan to address any gaps or weaknesses.
- Implement the RES Group Standards and provide operational guidance to the business.
Operational Excellence
- Conduct comprehensive risk assessments to identify hazards and implement mitigation strategies.
- Establish a continuous improvement program with audits, feedback loops and performance reviews.
- Develop a structured Quality Control and Assurance approach aligned with organisational maturity.
- Implement a program of annual audits and inspections based on risk and emerging topics.
- Support due diligence and integration of acquisition targets.
Leadership and Collaboration
- Provide HSQE training and development opportunities for regional employees.
- Collaborate with the local Head of P&C; on psychosocial risk and mental wellbeing.
- Facilitate collaboration between HSQE and other departments for a holistic approach.
- Develop an integrated liaison approach with regulatory bodies in each primary country.
- Lead a customer HSQE forum to enhance communication and collaboration on cross‑boundary risks.
- Represent RES on national, international and industry trade and standards groups.
- Work with local SMEs to deliver the RES Group HSQE strategy at local levels.
Communication and Reporting
- Implement the RES Group reporting system for incidents and near‑misses.
- Engage stakeholders to ensure needs and expectations are met.
- Contribute period reports to the Executive, Safety Leadership Team and Group.
- Maintain systems for incident reporting, analysis and investigation.
- Maintain an effective database of HSQE legislation, regulations and standards.
- Ensure effective communication of safety alerts within RES and to external stakeholders.
Innovation and Technology
- Leverage technology such as data analytics for predictive risk management.
- Incorporate sustainability into HSQE practices aligned with global environmental standards.
Compliance and Standards
- Stay current with Australian WHS legislation and translate changes to operational requirements.
- Standardise HSQE procedures across APAC operations and future countries for consistency and efficiency.
WHSEQ Management & Compliance
- Develop and analyse HSQE policies and procedures, and plan improvements.
- Establish technical and organisational measures to reduce risks and detect deviations.
- Maintain subsidiary workplace protocols in line with WHS legislation.
- Advise directors, managers and supervisors on safety, health and welfare to ensure compliance.
- Prepare training and presentation materials on HSQE issues and software for all staff.
- Maintain and control HSQE Department records and documents.
- Develop a matrix of regulatory and customer HSQE requirements and monitor compliance.
- Adapt corporate work instructions and risk assessments to local legislation.
- Assist in preparation and maintenance for IMS Certification (ISO 45001, ISO 14001, ISO 9001).
- Plan and manage medical checks, surveillance and risk assessments with Occupational Health Doctors.
- Lead the accreditation process and documentation control for tender and subcontractor accreditation.
- Suspend O&M; activities where significant safety or environmental risk is identified.
- Record all hazard reports, observations and inspections into a logged system.
- Maintain and report safety performance statistics, identify trends and implement corrective actions.
Culture and Engagement
- Promote a zero‑harm culture by recognising and rewarding safe behaviours.
- Involve employees in HSQE initiatives to increase commitment and ownership.
- Provide expert HSQE support and advice, leading improvement projects where required.

Knowledge & Skills
- Understand Management of Change and Change management models.
- Knowledge of leadership approaches and cultural benchmarking.
- Expert knowledge of HSQE legislation, regulations and standards.
- Experience implementing ISO9001, ISO14001,
ISO45001 and related standards.
- Knowledge of lean principles and techniques advantageous.
- Understanding of Reliability Centred Maintenance (RCM) concepts.
- Understanding of service and construction processes in the renewable energy sector.
- Experience preparing for IMS certification, including internal auditing and lead auditor capability.
- Excellent interpersonal and communication skills.
- Ability to summarise HSQE risks with commercial context.
- Understanding of engineering concepts such as QRA, Fault and Event Trees and HazOps.
- Project management skills.
- Ability to present information accurately and clearly.

Experience & Qualifications
- Extensive experience leading the HSQE function in a renewable sector organisation (Wind, Solar, Battery Storage).
- Implemented risk‑based maintenance management systems (HSQE & business risk).
- Proven ability to understand Root Cause Analysis and conduct high‑profile incident investigations.
- Experience using ERP systems to capture, mine and report incidents.
- HSQE safety leadership for professionals and non‑HSQE staff.
- Practical experience developing and implementing various management systems.
- Project management experience advantageous.
- At least 2 years as a Manager of HSQE management systems in operations/maintenance or renewable energy sectors.
- Availability to travel across the APAC region as required.
- Recognised safety qualification (Diploma of Work Health and Safety, BSB51319 or equivalent) and qualified membership of a recognised body such as AIHS or equivalent.
- Degree in a relevant discipline (occupational safety, engineering, environmental science) with an electrical or renewable energy engineering background desirable.
- Valid Australian driver licence and right to work in Australia.
- Construction Industry Induction white card.
- GWO BST and BTT where appropriate.
- IMS‑related training and internal auditing; Lead Auditor certification or equivalent.
